Position Overview The Technical Purchase Manager will be responsible for sourcing, vendor development, negotiation, procurement of raw materials, consumables, equipment, packing material,
machinery and services required for manufacturing medical devices. The role demands robust technical knowledge of medical-grade materials and regulatory compliance (ISO 13485, GMP, MDR, USFDA, CE). Cost optimization, procurement planning, vendor management and import/export compliance are key focus areas to ensure uninterrupted production without compromising quality standards.

- Procurement & Sourcing
- Identify, evaluate and qualify suppliers for raw materials & packing material such as resins, chemicals, plastics, sterile barrier materials, papers etc.
- Negotiate pricing, Incoterms, payment terms including long-term supply agreements.
- Manage import-export operations, SEZ compliance, customs clearance (DTA & SEZ) and coordination with clearing agents.
- Use government schemes such as EPCG License, Advance License, High Sea Sale to optimize costs.
- Lead purchasing for Capex, civil works, HVAC, utilities and Quality Control instruments associated with greenfield projects.
- Vendor Development & Relationship Management
- Develop, evaluate and audit vendors per ISO 13485, GMP, USFDA, EU MDR standards.
- Maintain strong vendor relationships and ensure supplier performance on quality, delivery timelines and cost.
- Manage vendor documentation (purchase agreements,
audit reports, CoA).
- Develop alternate vendor sources to ensure continuity.
- Inventory & Cost Management
- Prepare inventory strategies and conduct monthly purchase planning and tracking.
- Collaborate with operations teams for material availability and lead time reduction.
- Implement cost control measures, procurement MIS reports and monthly saving reports.
- Monitor advance payment reports and analyze procurement costs.

4. Cross-functional Coordination
n
- Work closely with R&D;, Quality Assurance, Regulatory Affairs, Operations and Maintenance teams.
- Support validation of raw materials and packaging components; assist in audits such as ISO 13485, ANVISA, MDR CE, USFDA.
- Interface with shipping lines, freight forwarders and CHA for logistics management.

Qualifications & Skills
n
- Bachelor's/Master's Degree in Engineering/Material Science/Supply Chain/Biotech/Pharmacy/Commerce (Materials Management).
- 10-15 years of procurement experience in medical device, pharmaceutical or biotech industries.
- Strong knowledge of medical-grade materials and regulatory frameworks (ISO 13485, GMP, MDR, USFDA, CE).
- Hands-on experience in vendor audits, regulatory compliance, governmental import-export schemes.
- Excellent negotiation, vendor management, procurement planning and analytical skills.
- Proficiency in ERP systems such as SAP, Oracle, MS Dynamics.
- Strong communication and coordination skills with cross-functional teams.
