Purpose/Objective

Lead - AVSEC Compliance & Operations is responsible for overseeing the development, implementation, and management of aviation security strategies at a large airport. This role ensures compliance with regulatory standards, manages the AVSEC team, and maintains strong relationships with stakeholders and regulatory bodies. The Lead is also responsible for the preparation, approval maintence & implementation of the ASP and contingency plans The lead is responsible for the continuous improvement of security processes, support CSO in security vetting, Security conducting audits, inspection and test, risk assessments, ensuring a timely conduct of the annual mock exercises as pe the contingency plan robust security management system is in place to protect airport operations.

Key Responsibilities of Role

Oversee AVSEC Strategy Implementation: Implement and maintain Aviation Security policies to ensure the protection of Adani Airport’s interests, and the compliance with the accepted Aviation standards and BCAS security Regulations align aviation security processes with industry best practices and continuously monitor and improve security protocols. Prepare, approval, implementation & maintenance of the ASP and contingency plans in coordination with CSO and Security teams. Review and update the ASP & Aviation Security procedures and control processes, to align with legislation and industry best practices. Oversee Pass Section and ILHBS operations, as the case may be. Contribute to Security strategy objectives of assets with site specific inputs being transformed into a process at asset. Security Operation: Lead the Aviation Security oversight and related functions within the airport ( airside / terminal) to ensure the highest level of compliance to the regulation, security standards, policies, and conformance to the best industry practices. Lead the planning, developing and implementing of AVSEC security procedures, monitoring compliance of stakeholders, resolving security related problems and recommending corrective measures. Ensure all asset security operations are being carried out as per the established AVSEC mandates and guidelines of the regulatory authorities and are aligned with business objectives, Security Strategy Roadmap and in compliance with the established ASP of the airport. Guide the security team to establish the Security Management Systems and provide support to maintain and implement the standards of NCASP & NCASQCP at Airport. Participate in the Advanced liaison meeting during the VIP movement. Plan and participate in the mock exercise as per the contingency plans and national documents Implement and maintain: Implement and maintain Aviation Security policies to ensure the protection of Adani Airport’s interests, and the compliance with the accepted Aviation standards and BCAS security Regulations. Implement and maintain the overall Aviation security processes, standards, guidelines and procedures which extend to all service providers and/or users of the Airport. Review and update the Aviation Security procedures and control processes, to align with legislation and industry best practice, and to ensure they are proportionate and effective. Manage the activities of the Aviation Security Section by providing direction, monitoring performance, inspiring staff, ensuring the development of all employees and creating a culture and climate conducive to achievement of the Department's mission and overall organizational goals Comply with the requirements of the NCASP, NCASTP & NCASQCP detailing, inter-alia the individual security measures are in place at the airport. Assist CSO in organizing various regulatory meetings, mock drill, preparation of contingency plans in consonance with regulatory stipulation. Stakeholder Management: Maintain a robust professional relationship with Government regulatory bodies, especially in matters related to Aviation Security. Ensure that the compliance related reports are delivered and submitted within the stipulated timelines. Assist and seek advice from supporting governmental agencies to ensure the clearance and approval related activities of Security function. Consult and instruct all internal/ external departments, in respect to aviation security requirements. Negotiate for the adequate provisions of resources,



services and equipment to enhance the establishment of an effective security system for Adani Airport. Influence for the establishment of a security behavior and culture at Airport. Provide and elicit information and give directions and recommendations on matters pertains to AVSEC Orders/ Circulars. Regular consultation with the BCAS and coordination with Stakeholders. Influence security behavior and performance of third parties operating at the airport; Regular consultation and coordination with ASG staff for smooth functioning of the airports. Maintain strong relationships with regulatory bodies and ensure timely compliance with Aviation Security requirements, including reports and clearances. Collaborate with governmental agencies, stakeholders, and ASG staff to promote a robust security culture and enhance operational efficiency. Provide guidance on AVSEC Orders/Circulars, negotiate for resources, and enhance third-party security performance at the airport. Audit and Risk Assessment Oversight:: Participate in conduct of security risk assessment and implement mitigation measures in consultation with CSO. Ensure mitigation measures are put in place as per the findings of the Security Risk Assessment Assist in conducting security audits and risk assessments, identifying potential risks, and ensuring mitigation strategies are in place for all AVSEC Quality Control activities at the Airport. Facilitate regulatory/internal and or third-party security audits and conduct timely checks to ensure reliability of Security management system and submit report of audit findings to CSO. Review the Security audit report, analyze findings and conduct dialogue with CSO and all concerned stakeholders for action planning and resolution; Ensure prompt closure of open audit findings. Be the Security POC for the various Projects for the establishment and ensure security measures are incorporated in the project design. Ensure and coordinate Security vetting of various projects, alterations and changes, commercial establishment, floor plan etc. at the airport. Provide direction to all stakeholders on security clearances, security program approvals along with overseeing the compliance by the stakeholders at the airport. Ensure appropriate documentation of records as per regulatory / organizational requirements. Assist CSO in the continuous improvement of the vulnerability identification, security risk assessment schemes and Adani AVSEC, through the analyses of technical data of trends related to incidents, events and occurrences. Work cross functionally to establish and maintain a non-punitive, reporting and control system to monitor the security performance at Airports, to ensure that the highest standard of security are consistently achieved. In co-ordination with other entities and CSOs, ensure that the security at Adani Airports is actively monitored and continuously improved, and ensure that a comprehensive capability exists for detecting and investigating actual and potential unsafe events at Adani Airport. Oversee the level of implementation of all the activities, processes and provisions defined in all the Airport Security Programs, to ensure that all are effective and in compliance with regulatory requirements. Participate in the investigation of airport security non-conformances, and incidents to establish root cause and lessons learned. Ensure that all incidents and selected serious events are thoroughly investigated and followed up. Also, that the findings and appropriate recommendations are formally submitted to the relevant Departments or Entities. Analyze security investigation reports and evaluate the results of corrective actions and ensure that risk assessments are conducted when applicable. Regulatory Compliance and Vetting Approvals: Ensure that integration of security measures in all projects and alterations and are vetted and approved in accordance with regulatory standards. Ensure and coordinate Security vetting of various projects, alterations changes,



commercial establishment, floor plan etc. at the airport. Comply with the requirements of the NCASP, NCASTP & NCASQCP detailing, inter-alia the individual security measures are in place at the airport. Prepare, execute & Coordinate compliance & audit requirements of regulatory bodies. Report security audit findings and provide recommendations for improvement to the AVSEC leadership team. Support the identification and resolution of security risks by providing data and analysis to senior AVSEC personnel. ASP Implementation: Provide advice related to airport security, in order to support strategic planning, development, procurement, operations and by reviewing and approving the project provisions of security technology and equipment with regulatory compliance. Provide specialist advice on the potential impact of any new legislation or regulations relating to Aviation Security. Oversee the development and maintenance of airport infrastructures and ensure that they are able to meet all current and Oversee other Avsec Function: Oversee AEP section of the Airport to ensure compliance to BCAS regulation. Oversee ILHBS security function and ensure all regulatory compliance pertain to ILHBS function. Act as an information conduit to bring security issues to the attention of management and to deliver security information to the organization's staff, contractors and stakeholders Establish and maintain effective liaison with other airport departments and relevant local security representatives Advise on security-related aspects of strategic planning, operations, and infrastructure development, ensuring compliance with regulations and effective security technology provisions. Provide guidance on new aviation security legislation, oversee infrastructure alignment with security standards, and maintain liaison with airport departments and local security representatives CISF Administration: Ensure appropriate CISF administration as per the regulatory requirement. Ensure all the administrative requirements of CISF are provided as per the guidelines. Timely correspondence to all the communication with CISF Documentation and Reporting: Assist and seek advice from supporting governmental agencies to ensure the clearance and approval related activities of Security function. Regular consultation and coordination with ASG staff for the adequate provisions of resources, services and equipment to enhance the establishment of an effective security system for the airport. Incident Investigation and Continuous Improvement: Oversee the investigation of security incidents, ensuring root causes are identified and lessons learned are applied. Lead efforts to continuously improve security measures and maintain a robust security management system in line with ICAO and BCAS requirements. Team Leadership and Development: Provide guidance, mentoring, and training to the security team, fostering a culture of excellence, continuous improvement, and compliance with AVSEC standards, while ensuring the team is equipped to meet current and future security challenges. Qualifications and Experience

Educational Qualifications: Bachelor’s degree or equivalent Work Experience: 10-15 years in aviation security , with the experience of aviation security compliance management, risk assessment, and security operations. Strong technical knowledge of Aviation Security Regulation including ICAO Annex -17, NCASP, NCASQP, NCASTP and AVSEC order and circulars. Certifications: Preferably to have BCAS certified AVSEC Auditor and/ or Instructor Certificate. Preferably to have ICAO AVSEC Management courses
