Handle CPWD, State PWD, PSU, EPC, and institutional tenders, ensuring compliance with applicable SORs, GCC/SCC, statutory requirements, and eligibility conditions.

- Manage pre-bid clarifications, deviation statements, commercial qualifications, and tender submissions within defined timelines.

- Carry out rate analysis for materials, labour, plant & machinery, shuttering, and specialized works, and maintain updated cost databases and market rates.

- Coordinate with design, planning, engineering, procurement, and project teams to finalize assumptions, methodologies, timelines, and resource planning.

- Support management in bid strategy, pricing decisions, margin optimization, and management approval notes for tender submission.

- Identify cost, contractual, execution, and financial risks at the pre-tender stage and suggest mitigation measures, value engineering, and sensitivity analysis.

- Review and validate estimates prepared by junior engineers and QS teams, ensuring quality, accuracy, and completeness.

- Mentor and guide the estimation team, ensuring adherence to internal controls, quality standards, and tender deadlines.
