Job Description Procurement Manager
Industry: Pharmaceutical Formulations
Position Summary
The Procurement Manager will be responsible for sourcing and procurement of APIs, excipients, primary and secondary packing materials, consumables and other materials required for pharmaceutical formulation development and commercial manufacturing.
The candidate should have strong experience in procuring materials for products intended for regulated markets, particularly the United States and Europe, and should be familiar with regulatory, quality, documentation and supplier-qualification requirements applicable to such markets.
Key Responsibilities
1. Manage the end-to-end procurement of APIs, excipients, primary packing materials, secondary packing materials, consumables and other materials required for R&D;, exhibit, validation and commercial batches.
2. Identify, evaluate and develop reliable domestic and international vendors capable of supplying materials compliant with USFDA, EU-GMP and other regulated-market requirements.
3. Coordinate with Formulation R&D;, Analytical Development, Quality Assurance, Quality Control, Regulatory Affairs, Production, Warehouse and Planning teams to understand material specifications and procurement timelines.
4. Ensure procurement of APIs and excipients from approved and regulatory-compliant sources supported by relevant documents, including DMF, CEP, GMP certificates, CoA, TSE/BSE declarations, elemental impurity information, residual solvent declarations and other technical documents.
5. Source primary packing materials such as aluminium foils,
PVC/PVDC films, HDPE bottles, closures, desiccants, induction seals and printed packaging components in accordance with approved specifications and regulatory requirements.
6. Conduct commercial negotiations covering price, minimum order quantity, credit terms, delivery schedules, freight, shelf life, replacement conditions and supply commitments.
7. Obtain quotations, prepare comparative statements and recommend vendors based on quality, regulatory compliance, commercial competitiveness, lead time and supply reliability.
8. Ensure that materials are procured with the required minimum residual shelf life and are delivered within approved project and production timelines.
9. Coordinate vendor qualification, audits, sample evaluation, technical documentation review and inclusion of vendors in the approved vendor list.
10. Monitor purchase orders, material delivery schedules, pending supplies and supplier performance, and proactively address potential supply disruptions.
11. Develop alternate vendors and maintain dual-source strategies for critical APIs, excipients and packing materials to minimise supply-chain risks.
12. Maintain procurement records, vendor documentation, commercial agreements,
confidentiality agreements, quality agreements and other relevant documents in an audit-ready manner.
13. Support preparation and negotiation of API supply agreements, quality agreements, technical agreements and long-term supply arrangements.
14. Track market developments, raw-material pricing trends, regulatory changes, geopolitical risks and supply-chain constraints affecting pharmaceutical materials.
15. Optimise procurement costs without compromising material quality, regulatory compliance or continuity of supply.
16. Support import procurement activities, including coordination for import licences, advance authorisation, customs documentation, logistics and clearance, wherever applicable.
Candidate Experience
- Approximately 10 years of relevant procurement experience in a pharmaceutical formulation company.
- Prior experience supporting products intended for US, European and other regulated markets is essential.
- Positive understanding of USFDA, EU-GMP, ICH and pharmaceutical supplier-qualification requirements.
- Familiarity with DMF, CEP, CoA, GMP documentation and other regulatory and technical documents relating to APIs and excipients.
- Experience in domestic and international sourcing, vendor negotiations and supply agreements.
- Working knowledge of ERP-based purchase and inventory systems.
- Strong commercial negotiation, analytical, coordination and vendor-management skills.
- Ability to work closely with technical, quality, regulatory and manufacturing teams.
