Role & responsibilities

Role Overview

The Deputy General Manager (DGM) is the primary operational executive responsible for end-to-end management of SGN Infrastructures' project portfolio. This is a senior, accountability-heavy role requiring demonstrated ability to independently command a multi-tier project workforce, manage multi-crore budgets, drive statutory compliance, and deliver projects on time and within cost across multiple concurrent sites.

Key Responsibilities

Project Planning and Scheduling

- Own and maintain the Master Project Schedule (PERT/Gantt) for all active projects; update weekly without exception.
- Establish project baselines scope, cost, time, quality before mobilisation; obtain Project Committee approval.
- Conduct monthly Earned Value Analysis (EVA) and flag schedule risks with a minimum 15 days' advance notice.

Execution and Quality Control

- Exercise direct operational oversight over Cluster Supervisors and all Project In-Charges across sites.
- Conduct structured site visits to at least 60% of active sites each week; document findings and corrective actions.
- Review and resolve all Non-Conformance Reports (NCRs) within three working days; maintain audit compliance at 95% or above.

Financial Management

- Prepare and manage the Annual Project Budget; monitor actuals fortnightly and raise alerts for variances exceeding 5%.
- Validate all contractor and vendor invoices against M-Book-verified progress before payment authorisation.
- Ensure site payroll data is submitted to HR only after M-Book attendance and work log verification.

Documentation and M-Book Compliance

- Ensure 100% M-Book entry compliance across all project sites; certify entries at cluster level.
- Maintain a centralised Project Documentation Repository: drawings, BOM records, test certificates, and site photographs.

Statutory Compliance and Regulatory Liaison

- Ensure all active projects hold current approvals from CMDA, GCC, TANGEDCO, TNFRS, and TNPCB as applicable.
- Maintain a Compliance Register listing all applicable approvals, expiry dates, renewal status, and responsible officers.
- Ensure compliance with BOCW Act, Tamil Nadu Labour Welfare provisions, and EPF/ESI regulations for contract labour.





Vendor and Contractor Management

- Manage the approved vendor and contractor panel; conduct annual performance evaluations.
- Negotiate and finalise civil, MEP, and specialised trade contracts within delegated authority limits.
- Monitor contractor productivity, enforce contractual penalties for delays, and resolve field-level disputes.

Reporting and Management Communication

- Submit a structured Weekly Progress Dashboard every Monday covering all active projects.
- Present a Monthly Project Status Report to the Project Committee by the 1st working day of each month.
- Raise deviation alerts to the Project Committee within 48 hours of any schedule slippage exceeding 10%.
- Submit a Half-Yearly Operations Review to the Chairman's Office by end of April and October.

Health, Safety, and Environment (HSE)

- Implement and monitor site-level HSE plans across all projects; enforce zero tolerance for safety violations.
- Conduct monthly safety audits; ensure accident investigation protocols are triggered within four hours of any incident.

Key Deliverables

- Master Project Schedule — 100% projects covered, updated weekly.
- M-Book Compliance Rate — verified entry rate of 95% or above across all sites.
- NCR Resolution — all NCRs closed within 3 working days.
- Budget Variance — portfolio variance within 5% of approved budget.
- Monthly and Weekly Progress Reports — submitted on scheduled dates without fail.
- Statutory Compliance Register — zero lapsed permits or approvals across all projects.
- Project Completion Reports — submitted within 15 days of project closure with financials.

Preferred candidate profile

Qualifications

- Essential: B.E. / B.Tech in Civil Engineering from a recognised university.
- Preferred: M.E. / M.Tech in Structural / Construction Management, or MBA / PGDPM in Project Management.




- Certifications valued: PMP (PMI), NICMAR Construction Management, CIOB / ICI membership.

Experience

- Total experience: 15 to 22 years in civil construction and infrastructure, with at least 5 years at AGM / DGM level or equivalent.
- Demonstrated track record of independently managing 10 or more concurrent civil / infrastructure projects.
- Experience managing annual project budgets of Rs. 10 Crores or above.
- Prior exposure to institutional, campus, or educational infrastructure projects is a distinct advantage.
- Working familiarity with Chennai regulatory bodies — CMDA, GCC, TANGEDCO, TNPCB, TNFRS — is strongly preferred.

Technical Skills

- Proficiency in MS Project, Primavera P6, or equivalent project scheduling tools.
- Working knowledge of AutoCAD for drawing review and site verification.
- Competence in construction cost estimating and BOQ preparation.
- Knowledge of IS codes, NBC 2016, CPWD specifications, and Tamil Nadu construction norms.
- Ability to interpret structural, MEP, and landscape drawings.
- Robust command of MS Excel for variance analysis, budget modelling, and reporting.

- Urgency and execution focus — able to simultaneously manage competing high-priority demands across sites.
- Structured communication — clear written and verbal reporting to senior management and statutory authorities.

Who Should Not Apply

- Candidates without hands-on site experience in civil construction — purely office or planning backgrounds will not be considered.
- Candidates from IT, manufacturing, or non-construction infrastructure sectors without directly relevant civil project experience.
- Candidates expecting a fully delegated role — this position requires direct personal accountability for outcomes.
