Experience Required:

- 10+ years of experience in community development, livelihood programs, or gender-focused interventions at the district or block level.
- Experience in working with SHG networks, SRLM/NRLM ecosystems, or rural community institutions.
- Familiarity with digital tools, smartphone-based applications, or community MIS platforms.
- Knowledge of government schemes and entitlements relevant to rural women (PM Jan Dhan, MNREGA, Mission Shakti, etc.).

Skills and Attributes:

- Strong interpersonal, facilitation, and community mobilization skills.
- Ability to liaise effectively with district-level government officials, SRLM staff, and community leaders.
- Proficiency with smartphone-based tools, and mobile applications.
- Valuable documentation and reporting skills.
- Fluency in Odia; knowledge of local dialects of the assigned district is an advantage.
- Willingness to travel extensively within the assigned district across blocks and Gram Panchayats.

Project Overview

PCI India is preparing to launch a large-scale women s economic empowerment initiative in Odisha, designed to reach over one lakh women across three districts through a blend of digital literacy, livelihood support, and community-based mobilization. Built in close partnership with the state s rural livelihoods ecosystem, the initiative will train a cadre of over 2,500 community resource persons and deploy a dedicated digital platform for this purpose.

The Role

PCI India is seeking three motivated development professionals for the position of District Coordinator, one each for three project districts.



This is a frontline operations role responsible for overseeing the EmpowerHer rollout at the district level coordinating with district-level SRLM/Mission Shakti officials, District Administration supervising the Community Mobilizers and Trainers and CRPs in their district, facilitating GBV counselling linkages, and ensuring that SHG women across their assigned blocks are onboarded and actively using the EmpowerHer platform.

Key Responsibilities:

- District-Level Implementation Coordination
- Serve as the primary field representative of PCI India at the district level.
- Coordinate closely with the District Administration, District Project Manager, District Level Trainers (DLTs), and SRLM Block Level officials to ensure smooth rollout.
- Support the identification of Master Trainers (Community Mobilizers cum Trainers) and CRPs in coordination with SRLM machinery.
- Troubleshoot implementation bottlenecks at the block and Gram Panchayat level and escalate unresolved issues to the Project Manager.

- CRP Support, Supervision Handholding

- Provide ongoing supervision, motivation, and handholding to the CRPs across the assigned district.
- Conduct regular field visits to SHG meetings, Gram Panchayat Level Federations (GPLFs), and Cluster Level Federations (CLFs) to observe CRP facilitation quality.
- Support CMs in resolving community-level challenges including low digital confidence, connectivity issues, and beneficiary resistance.

- Monitoring, Reporting Documentation

- Track district-level progress against all KPIs on a weekly basis using the EmpowerHer dashboard.
- Submit monthly district progress reports to the Project Manager, including field updates, success stories, and challenges.
- Maintain district-level beneficiary registers, CRP attendance records, and training documentation.
- Contribute to quarterly donor reports by providing district-level data, case studies, and photographs.
