Building on the key skills required for the role, an e-Procurement and Tender Manager is responsible for the complete lifecycle of a bidfrom initial opportunity tracking to post-submission follow-ups. Their primary objective is to maximize win rates while guaranteeing zero disqualifications due to administrative or compliance errors.
The primary roles and responsibilities are broken down by each stage of the tendering cycle:
1. Opportunity Identification & Feasibility Analysis
- Tender Tracking: Actively monitor public portals, industry databases, and buyer notifications to identify relevant business opportunities (RFPs, RFQs, IFBs).
- Go/No-Go Evaluation: Coordinate with sales, technical, and executive teams to assess whether the company meets mandatory criteria (e.g., turnover, similar work experience, liquidity ratios, and certifications).
- Risk Assessment: Highlight restrictive clauses, heavy penalty conditions, or unachievable timelines during the initial tender review.
2. Pre-Bid Phase & Clarifications
- Document Parsing: Thoroughly read and analyze the Notice Inviting Tender (NIT) and Tender Document to map out all technical, financial, and legal submission requirements.
- Pre-Bid Query Formulation: Draft and submit clear, formal queries during the pre-bid meeting window to clarify ambiguous terms, restrictive specs, or commercial conditions.
- Corrigendum Tracking: Track all published addenda, amendments, and date extensions on the portal, ensuring all internal teams work off the latest guidelines.
3. Cross-Functional Coordination & Document Assembly
- Bid Plan Management: Create a backward-integrated timetable with explicit ownership for technical, legal, and financial deliverables across different departments.
- Commercial & Financial Documentation: Liaise with finance and banking partners to obtain EMD (Earnest Money Deposit), Bank Guarantees,solvency certificates, and audited financial records.
- Technical Proposal Assembly: Work with technical SMEs to gather work completion certificates, project methodologies, CVs of key personnel,
and quality certifications (ISO, etc.).
- Legal Compliance: Collect and format required affidavits, non-blacklisting declarations, Joint Venture (JV) agreements, and Integrity Pacts on appropriate stamp paper.
4. E-Procurement Portal Execution & Filing
- Digital Signatures & Encryption: Ensure valid Digital Signature Certificates (DSCs) are mapped correctly to the tender portal and used to sign all uploaded documents.
- File Preparation & Formatting: Compress, convert, merge, and index all documents to ensure they meet the specific file size, name, and format constraints of the portal.
- Portal Submission: Upload the technical and commercial bids (BOQ) ahead of time to avoid server overload, session timeouts, or portal errors near the deadline.
- Receipt Verification: Download and archive official submission receipts, system-generated time stamps, and encrypted confirmation files.
5. Post-Submission & Evaluation Support
- Bid Opening Representation: Attend online or physical technical and financial bid openings, documenting competitors' participation and pricing where visible.
- Technical Clarification Handling: Coordinate quick responses to post-submission queries or document re-verifications raised by the tender evaluation committee.
- Contract Handover: Upon winning, hand over the final bid set, performance security requirements, and contract commitments to the project execution/operations team.
- Post-Mortem Analysis: Maintain a centralized repository of submitted bids, win/loss data, competitor pricing trends, and evaluator feedback to improve future bids.
- Domain Experience:
- Typically 3 to 8+ years of core experience in end-to-end bid, proposal, or tender management.
- Strong exposure to Government/PSU procurement, B2B Enterprise bidding, or International RFPs depending on the organization's business model.
- Demonstrated Hit Rate / Performance:
- Proven track record of managing high-value bids with a strong technical qualification rate (zero rejections on administrative grounds).
- Direct experience handling pre-bid meetings, joint venture/consortium bids, and vendor negotiations.
