Role Purpose
We are seeking a Senior Business Development Manager to lead out-licensing activities for regulated international markets, including Europe, Canada, Australia, New Zealand, and other highly regulated territories. The role will be responsible for identifying, developing, negotiating, and closing out-licensing opportunities for the company’s pharmaceutical product portfolio. The successful candidate must have strong experience in pharmaceutical business development, international partner management, dossier-driven licensing deals, and commercial execution in regulated markets.
This is a senior role requiring strong market knowledge, commercial judgement, deal ownership, and the ability to work independently with international customers and internal cross-functional teams.
Key Responsibilities
Business Development & Deal Origination
- Identify and develop new out-licensing opportunities across regulated markets.
- Build and maintain a robust network of pharmaceutical companies, distributors, MAHs, and commercial partners.
- Proactively generate leads, qualify opportunities, and convert prospects into active commercial discussions.
- Promote the company’s portfolio of pharmaceutical products, dossiers, and development pipeline to international partners.
Out-Licensing & Commercial Execution
- Lead commercial discussions with potential partners from initial introduction through to deal closure.
- Prepare and negotiate term sheets, commercial proposals, supply terms, and licensing structures.
- Support contract negotiation in coordination with legal, regulatory, quality, supply chain, and senior management.
- Drive execution of signed deals to ensure timely handover to regulatory and launch teams.
Regulated Market Strategy
- Develop country and region-specific out-licensing strategies for regulated markets.
- Assess market attractiveness, pricing potential, competition, regulatory pathway, and partner capability.
- Identify priority products and markets based on commercial potential and regulatory feasibility.
- Monitor market trends, product opportunities, competitor activity, and regulatory developments.
Partner Management
- Manage relationships with existing and new partners across regulated markets.
- Act as the key commercial contact for assigned territories.
- Ensure partners remain engaged through regulatory submission, approval, launch planning, and post-launch growth.
- Resolve commercial issues and escalate critical matters where required.
Internal Coordination
- Work closely with regulatory, quality, supply chain, portfolio, legal, finance, and project management teams.
- Ensure clear internal communication on deal status, partner requirements, submission timelines, launch plans, and commercial commitments.
- Maintain accurate pipeline records, forecasts, deal trackers, and management updates.
Required Experience
- Experience in pharmaceutical business development, with a strong focus on out-licensing into regulated markets.
- Proven experience closing pharmaceutical licensing, supply, distribution, or dossier licensing deals.
- Strong understanding of regulated market requirements, including EU, UK, Canada, Australia, and similar territories.
- Experience working with finished dosage forms, generic products, added-value products, or branded generics.
- Strong understanding of CTD/eCTD dossiers, regulatory submissions, MA transfers/MA applications, and launch processes.
- Demonstrable network of pharmaceutical partners in regulated markets.
- Experience negotiating commercial terms, supply structures, licensing fees, profit share, milestones, and territory rights.
Skills & Competencies

- Excellent international communication and stakeholder management skills.
- Strong understanding of pharmaceutical regulatory and commercial pathways.
- Highly organised with solid pipeline management discipline.
- Confident working across functions and influencing internal teams.
- Data-driven, commercially sharp, and execution-focused.
- Robust written and spoken English.
- Ability to work remotely with international teams and customers.
Preferred Qualifications
- Degree in Pharmacy, Life Sciences, Business, or related field.
- MBA or postgraduate business qualification preferred.
- Existing network across Europe, Canada, Australia, and other regulated markets.
- Experience with oral solid dosage forms, oral liquids, specials, generics, or niche pharmaceutical products.

- Number of qualified opportunities generated.
