Engineer QS & Billing (MEP)

Role Purpose The Engineer QS & Billing (MEP) is responsible for quantity verification, contractor billing, material reconciliation, and cost control of assigned MEP packages. The role ensures commercial accuracy, budget discipline, and proper documentation within the in-house MEP team.

Scope of Responsibility

Commercial management of assigned MEP works including HVAC, Electrical, Fire Fighting, Plumbing, STP/WTP, and related infrastructure.
Quantity take-off and BOQ verification from approved drawings.
Certification of contractor RA bills based on site measurements and contract terms.
Reconciliation of executed quantities vs. approved BOQ.
Review of variation items and rate analysis.
Material reconciliation of issued vs. consumed MEP materials.
Monitoring MEP cost against approved budgets.
Support final bill settlement and commercial closure.

Key Accountabilities Quantity & Billing
Verify quantities from GFC drawings and site measurements.
Scrutinize and certify contractor RA bills.
Track cumulative billing vs. work order value.




Validate variation and extra item rates.

Material Reconciliation
Conduct periodic reconciliation of major MEP materials (cables, pipes, ducts, fittings, etc.).
Compare theoretical vs. actual consumption.
Identify and report excess consumption or wastage.
Submit monthly reconciliation reports.

Cost & Commercial Control
Monitor MEP package cost vs. approved budget.
Highlight quantity or material overruns.
Maintain billing registers and reconciliation records.
Ensure documentation readiness for audit and project closure.

Accurate and timely certification of contractor bills.

Controlled MEP cost within approved budgets.
Proper documentation of measurements and variations.

Job Specifications Education: B.E./B. Tech in Mechanical or Electrical Engineering.

Experience: 8–9 years in MEP QS & Billing within real estate / construction projects. Experience in high-rise projects and complete billing cycle required.
