Description
As a Consultant within the Policy Monitoring and Evaluation team, you will support the delivery of monitoring and evaluation commissions across transport, infrastructure, safety and operations projects. You will contribute to data collection, analysis, reporting and stakeholder engagement activities to help clients understand the effectiveness of their policies, programmes and operational interventions.
Working alongside UK counterparts, you will apply analytical thinking, evaluation methodologies and evidence-based approaches to generate actionable insights for clients.
Responsibilities
- Expertise in developing policies and procedures
- Expertise in or exposure to one or more ITS, Intelligent Mobility, or Smart Technology and road safety is desirable.
- Carry out qualitative and quantitative data analysis for counterfactual for transportations and smart motorways
- Support the delivery of monitoring and evaluation studies for transport and infrastructure projects.
- Assist in developing monitoring frameworks, logic models and Theory of Change models.
- Support process, impact and perks evaluations.
- Conduct literature reviews, evidence reviews and policy research.
- Contribute to evaluation and monitoring plans aligned with client objectives.
- Prepare technical reports and client presentations.
- Document methodologies, assumptions and analytical findings.
- Contribute to capability development initiatives.
- Support development of tools, templates and best practice guidance.
- Maintain awareness of emerging policy, operational and evaluation trends.

Qualifications
- 4+ years of professional experience in assessing policy and development monitoring and evaluation of large-scale programs in the preferably in transport sector.
BGV:
