Program Overview

Type 1 Diabetes Mellitus (T1D) is an auto-immune disease characterized by reduced ability to produce insulin in the body. T1D usually develops in children, adolescents, or young adults, leading to a lifetime dependence on insulin for survival. The condition is associated with a significant strain and poor quality of life, and leading to a high financial burden, for people living with Type 1 Diabetes (PLT1D) and their families. However, with access to timely diagnostic, initiation on treatment and proper management of the condition, people living with Type 1 Diabetes can lead healthy and productive lives, while achieving life expectancy comparable to the general population. There are an estimated 9.4 million PLT1D globally, with India having the second highest share accounting for 8%-10% of the global prevalence. Nearly 18% of children and adolescents with T1D (~0.3 million) live in India, the highest in the world. The incidence of T1D in the 0-19 age group is increasing more than any other age group and is estimated to increase from 8.15 per 100,000 in 2024 to 13.95 per 100,000 by 2040.

While the burden of T1D has continued to rise over the years, survival has remained poor. Survival rates for children and adolescents with T1D in India is worse compared to countries with similar socio-economic development. On average, a child diagnosed with T1D at the age of 10 years lives only an additional 29 years of healthy life, contributing to premature mortality and poor quality of life.

There is an urgent need to improve access to screening and diagnosis and to ensure initiation and adherence to treatment for T1D. WJCF s Type 1 Diabetes program aims at strengthening and improving access to quality T1D care in India, with the overall goal of achieving longer, healthier, and more productive lives for People Living with Type 1 Diabetes. The program aims to address critical barriers to delivery of quality T1D care in India by building awareness,



improving access to screening, diagnosis, and treatment services, enabling treatment adherence and self-management, and strengthening governance framework for delivery of T1D care.

Position Summary

WJCF is seeking a highly motivated, entrepreneurial professional with strong credentials and exceptional stakeholder-management skills for the role of State Engagement Lead for the Type 1 Diabetes Program. The State Engagement Lead will drive on-ground program implementation to strengthen the delivery of Type 1 Diabetes services across public health facilities. The role requires developing a comprehensive understanding of the state s public health system, governance structures, policy landscape, and barriers to care. They will play a pivotal role in designing and operationalizing program interventions, shaping the implementation model, supporting day-to-day program operations, and facilitating effective stakeholder engagement to ensure high-quality and sustainable care delivery.

The ideal candidate should have exceptional interpersonal skills, be able to work independently, be flexible, be comfortable working and supporting operations across cross-functional teams and have a strong commitment to excellence.

Responsibilities

- Lead WJCF and its T1D program with state government stakeholders, and secure necessary government alignment on ongoing intervention support and proposed recent initiatives.
- Build and maintain trust-based relationships with senior officials in the Department of Health, NHM, and State Health Corporation,



and expedite approvals required to drive program momentum.
- Support the government in budgeting and planning through NHM and the State Health Corporation to ensure sustained access to essential drugs, diagnostics, and commodities for T1D management.
- In collaboration with the Program Manager (NCDs), develop the program strategy and implementation plan for the state, and scope allied areas of intervention within the broader NCD portfolio.
- Lead day-to-day program implementation at the state level including planning, sequencing, and on-ground roll-out of programmatic activities in coordination with the state program team and field staff.
- Support district-level roll-out and monitoring by working with the state program team and field staff to engage district administrators, health officials, and facility-level stakeholders.
- Strengthen the capacity of state and district health staff to deliver T1D services through training, mentoring, and on-site support, in coordination with program technical leads.
- Represent WJCF in relevant state-level technical working groups, review meetings, and forums on NCDs and T1D.
- Coordinate with other development partners active in the state to align activities, share learnings, and leverage complementary resources and geographic reach toward strengthening T1D access.
- Identify programmatic, operational, and political risks to implementation, and work with program leadership to design and execute mitigation plans that protect program continuity and sustainability.
- Support the design and operation of systems for collecting, managing, and reviewing programmatic data, and use results to monitor progress and inform strategy.
- Develop compelling presentations, progress narratives, update notes, and reports for internal and external stakeholders, and travel within the state as required to support implementation.
