PURPOSE OF THE ROLE The Senior Manager, Capital Projects and Facilities lead the planning, design, procurement, execution, and handover of all capital construction and renovation projects across the Academy - from initial brief through to commissioning and operation. The role carries end-to-end accountability for project scope, budget, schedule, quality, and regulatory approvals.

This includes responsibility for ensuring:

- Capital projects are delivered on time, within budget, and to the required quality and safety standards, from initial brief through to handover and operation.
- All capital works comply with Government, local authority, and municipality regulations, and with AKDN Green Buildings Guidelines and AKS standards.
- Contractors, consultants, and vendors engaged on capital works perform to contract, on budget, and on schedule.
- All buildings and facilities are safe, well maintained, and performing adequately.

The role also holds oversight responsibility for the Academy's facilities and soft services functions, which are managed day-to-day through the Facilities and Maintenance Manager and Assistant Admin Manager.

KEY RESPONSIBILITIES

1. Capital Projects

- Own the oversight and management of all phases of any capital construction project within Academy land - initial project brief development, design (concept, schematic, detailed), procurement, construction, commissioning, handover, and operation.
- Develop the complete scope of work for each capital project, including technical specifications, drawings, and deliverables, in coordination with consultants and design teams.
- Prepare Bills of Quantities (BOQ) for capital works, ensuring accurate measurement, specification, and pricing of materials and labour.
- Prepare tender documents and packages for capital projects, including technical specifications, drawings, BOQ, conditions of contract, and evaluation criteria.
- Manage the tendering process end-to-end - issuing tenders, responding to bidder queries, conducting technical and commercial evaluations, and recommending contractor award.
- Lead contractor management for the full project duration: onboarding, contract administration, site supervision, progress monitoring, quality control, variation and claims management, and final account close-out.
- Coordinate with local authorities to obtain construction and operational permissions and approvals.
- Prepare project budgets, timelines, and scopes of work in coordination with the Head of Finance and Procurement.
- Oversee the work of contractors, consultants, and vendors engaged on capital works; monitor contracts for compliance, quality, and cost control.
- Form and lead taskforces for the rapid upgrading of facilities where required.
- Ensure capital projects comply with Government, local authority, and municipality regulations, the AKDN Green Buildings Guidelines, and AKS standards.
- Prepare and present project status, risk, and budget reports to the Head of Academy and Regional Head of Facilities.




- Report on a regular basis to the Regional Head of Facilities on capital project pipeline, progress, budget performance, and key risks.
- Prepare and monitor a multi-year repair and capital works plan based on evaluations and inspections of the facilities.

2. Facilities & Maintenance (Oversight)

- Oversee the Facilities and Maintenance Manager, ensuring planned preventative maintenance, timely repairs, and a yearly maintenance program are in place for all facilities and systems (electrical, mechanical, sanitary).
- Oversee the Assistant Admin Manager, ensuring catering, security, housekeeping, landscaping, pest control, and laundry services are fit for purpose and meet an appropriately high standard.
- Prepare annual, medium, and long-term facilities planning budgets, in coordination with the Academy Head of Finance, and track costs against approved budgets.
- Ensure daily facilities operations comply with Government, local authority, and municipality policy, regulations, best practices, and AKS standards.
- Supervise facilities personnel, including recommendations for recruitment, performance evaluation, training, and problem resolution.
- Review monthly operational and financial reports from the Facilities and Maintenance Manager and Assistant Admin Manager and consolidate these into reporting to the Head of Academy and Regional Head of Facilities
- Conduct or commission annual facilities condition audits and ensure recommendations feed into the capital projects pipeline.
- Perform miscellaneous job-related duties as assigned.

3. General Responsibilities

- The Senior Manager, Capital Projects and Facilities will form part of the Academy Extended Senior Leadership Team.
- Develop, and work in accordance with, all necessary Standard Operating Procedures for capital projects and facilities management.
- Be aware of local law and municipality requirements, ensuring that the Academy is fully compliant at all times.
- Perform the role of primary coordinator between the capital projects and facilities teams, Academy Management, and third-party service providers.
- Provide leadership of the capital projects team and oversight of the facilities teams.
- Identify key risks and corresponding mitigation measures across all capital projects and facilities to minimize operational downtime and protect the value and life span of Academy assets.
- Prepare funding requests for submission on a monthly basis.
- Review, prepare, and approve invoices from third-party service providers and certify for payment.
- Ensure all project and operational documentation is properly stored and filed, complying with the Document Management System (DMS).




- Provide technical input in any third-party contract discussions.
- Ensure that the interests of the Academy are protected at all times.
- Demonstrate and champion the highest ethical, professional, and technical standards in all dealings with faculty, admin staff, student residences and dorm parents, suppliers, service providers, and the entire team.
- Perform other responsibilities related to capital projects and facilities management as assigned.

QUALIFICATIONS

- Degree in Civil, Mechanical, Electrical, or Structural Engineering. Or Diploma in Project Management or Facilities Management, or a Degree with 10 years' experience in Project management.
- Member of a relevant professional body (optional).

EXPERIENCE

- Minimum 15 years' experience initiating and managing capital construction projects as an end user, including design, procurement, and contractor management.
- Transparent understanding of local legislation and processes for gaining necessary approvals and permits for minor and major capital projects.
- Experience in multi-location Project management, preferably in educational facilities, gained alongside or in support of project delivery work.
- Clear experience forming taskforces to deal with rapid upgrading of facilities.
- Working understanding of legislation for the operation of buildings and facilities (sanitary, fire, environmental, electrical, health, safety, and welfare).

KNOWLEDGE AND COMPETENCIES

- Strong project planning and delivery skills across the full capital project lifecycle - brief, design, procurement, construction, commissioning, handover.
- Strong domain knowledge of construction methods, building materials, and mechanical/electrical/structural systems.
- Skill in liaising with government bodies and local authorities to obtain necessary approvals and permits for capital projects.
- Knowledge of accounting and budgeting practices, and ability to track project costs against approved budgets.
- Working knowledge of Project management systems and software.
- Ability to anticipate and resolve problems and advise management well in advance of decisions to be undertaken.
- Strong oral and written communication skills in English.
- Strong strategic focus and innovative, quick to adapt to change.
- Skilled in team building, people management, and conflict resolution; skill in organizing resources and establishing priorities.
- Credible, trustworthy, and high on integrity and ethical values.
- Strong interpersonal skills and ability to develop and maintain positive working relationships with diverse people, including contractors, consultants, third-party service providers, institutions, and the community at large.
- Ability to develop and maintain recordkeeping and documentation systems for projects and facilities.
- Ability to supervise, train, and mentor employees, including organizing, prioritizing, and scheduling work assignments.
- Knowledge of emergency and disaster recovery planning.
- Self-confidence, with the ability to write and present reports well.
