JOB PURPOSE
The Senior Manager, Application Development is responsible for managing multiple development projects, development groups, and application support functions for a major line of business. The role applies professional knowledge to oversee the development, testing, and implementation of organization-wide systems while directing, motivating, and developing staff to maximize their individual contribution and function effectively as a team. This role leads resource planning and allocation, monitors and improves quality, promotes best-practice development techniques, and partners with the business in the development, testing, and implementation of application programs that support business improvement.
KEY ACCOUNTABILITIES:
Design and Delivery Leadership: Lead the functional design and development of application systems across various technologies and platforms. Translate user requirements into process and data specifications and ensure designed solutions meet business needs.
Technical Consultation:
Provide senior-level technical consulting to IT senior management and technical teams, including technology selection decisions in situations where business requirements may not be fully defined.
Quality and Best Practices: Champion code quality and software design excellence using SOLID design principles. Lead the use of best-practice development techniques and support high standards for implementation, testing, and operational stability.
Lead technical design and development activities for complex application systems and integrations.
Support implementation and seamless integration of vendor applications where applicable, ensuring compliance with CIBC standards.
Lead code review sessions and ensure overall code quality aligns with business and project requirements.
Monitor production and user acceptance testing support to troubleshoot complex problems on applications and technologies.
Design end-to-end technical solutions for tier 1 data store applications with near real-time reporting capability.
Assess infrastructure capacity and provide recommendations, including multi-tier application integrations using MQ, APIs, feeds, and related patterns.
Support database design considerations including data models, partitioning, archival strategies, and performance optimization.
Provide effort estimation for analysis, design, development, and testing activities.
Understanding Requirements: Track and analyze the operating environment for specified services and implement corrective actions as needed. Work with clients and internal partners to determine, negotiate, and manage services to the agreed standards. Monitor service levels to identify opportunities for improvement and recommend appropriate solutions.

Collaborates with peers both inside and outside the work unit when identifying, discussing, and resolving business issues related to the work area.
Interacts regularly with business partners, clients, and IT teams for purposes of obtaining or exchanging information related to application development, integration, and support.
Works closely with external vendors when establishing and monitoring service level agreements and when defining service requirements.

Education: Bachelor’s degree or equivalent in Computer Science, Engineering, IT or related technical discipline.
Must Have
Skills
10 + years’ experience leading a team of developers and ability to coach and develop team members.
Hands-on experience in software design using SOLID design principles.
Understanding of Client Data Management solutions; knowledge of cloud application design patterns; Agile methodology and Scrum team experience.
Experience in Azure Data Factory, Azure SQL MI, JAVA 17, J2EE, Oracle (11g or higher), JavaScript, JSON, XML, Visual Studio Code, SQL, Power BI, Azure APIM, IBM MQ, ADLS, Azure MSI/MUI, Azure RBAC, Azure NSG.
Experience building and integrating with external systems using SOAP/REST APIs; knowledge of Single Sign-On.
Knowledge of GitHub, Jenkins, Maven, Ansible, and Artifactory.
Experience with Delta Lake, databases, data export/import from SQL Server offerings and ADLS; performance tuning for Azure SQL MI; expertise in SQL query optimization, indexes, partitions, and data files.
Experience with waterfall methodology; knowledge of Agile and DevOps methodologies.
Understanding of large value payments and Wires, SWIFT, ISO 20022, LVTS/Lynx.
Experience with incident, problem, and change management.
Robust verbal and written communication skills to articulate clearly to technology partners.
Digitally savvy, innovative, embraces evolving technologies, and able to influence others.
