Roles & Responsibilities:

1. Identify, develop, and maintain a qualified service vendor pool across campus service categories; conduct local market research to understand pricing benchmarks and vendor capabilities
2. Design tender strategies and prepare RFP/RFQ documents; define vendor qualification criteria and scoring frameworks for each tender exercise
3. Organize and facilitate tender evaluation committees; develop commercial scoring models and lead vendor clarification sessions
4. Lead commercial negotiations with shortlisted vendors; drive competitive pricing while ensuring service scope and quality commitments are clearly defined
5. Manage awarded service contracts and SLAs; monitor vendor performance against contractual obligations and initiate improvement actions where required
6. Handle vendor disputes and contract amendments; escalate unresolved issues through appropriate governance channels
7. Ensure all procurement activities comply with internal approval procedures and authorization matrices

Support annual budgeting exercises and cost control initiatives; provide market data and spend analysis to operations and finance teams
9. Collaborate with cross-functional teams (operations, EHS, catering, security, facility) to understand service requirements and translate them into procurement specifications

Preferred candidate profile Responsible for leading sourcing, tendering, and contract management activities for campus-level service categories including facility management, security, catering, engineering works, and general services. The role focuses on vendor development, tender design, commercial evaluation, and contract governance not routine material or component purchasing. Candidates with a background in service procurement within industrial park, manufacturing campus, or large facility environments are strongly preferred.
