VPU Context:

The WBG Budget and Procurement Vice Presidency (WBP) provides trusted advice and services in resource management, strategic planning, budget execution, and corporate procurement management. WBP helps the World Bank Group align its resources with strategic priorities and manage them effectively.

WBP is organized into five departments: IBRD/IDA Budget Partners for Regional Units (WBPRU), WBG Budget Partners for Corporate and Knowledge Units (WBPCU), WBG Centers of Excellence (WBPCE), WBG Corporate Procurement (WBPCP), IFC & MIGA Budget Partners (CSRDR). Department and Unit Context:

Centers of Excellence (WBPCE), part of the Budget and Procurement Vice Presidency, provides centralized support in financial planning, corporate and operational reporting, and budget solutions across all WBP units. WBPCE is organized into three functional areas and WBPCH is the Global Budget Center is one of the three pillars. The department serves as an internal service provider to WBP, driving consistency, efficiency, and innovation across the VPU.

WBPCH, is a centralized, tech-forward Global Budget Center for delivering end-to-end automated processes including transaction support, building and maintaining budget tools , internal controls, business processing and analytics, and systems stewardship across IBRD, IFC, and MIGA.

Duties and accountabilities: Finance Officers in WBPCH Team are responsible for leading the delivery of high-quality reporting, performance monitoring and forward-looking financial analysis to support effective decision-making and resource planning.

Finance

Officers lead functions such as Advisory & Business center services for budgeting and costing, Corporate processes and reporting for External Funded Products and Capital Budget,



and Processing and Strategic advice on internal controls. They also lead the management and continuous improvement of core WBP Financial platforms and processes, while driving the design, implementation, and enhancement of ERP, WBP systems, and advanced digital solutions to strengthen financial management, operational efficiency, compliance, and decision support. Specific accountabilities include the following:

- Lead the function in delivering high-quality, timely budget monitoring, reporting, and forward-looking financial analysis to support effective decision-making. Provide strategic insights and advisory support to management and clients, strengthening resource planning and performance monitoring. • Lead conceptualizing, coordinating with Information Technology Solutions (ITS) Team and implementing, advanced budget systems and digital solutions, including AI, machine learning, and agent-based tools, to strengthen budgeting processes, financial data analysis and decision support.
- Define and document WBP business needs in liaison with WBP staff and their clients, including business process mapping, guiding clients to drive process standardization, simplification and risk control. Prepare business requirements documents for use both by business users and systems developers. • Lead and/or contribute to the implementation of WBP system upgrades and enhancements, working in tandem with (ITS) and relevant stakeholders to ensure high quality results are delivered on time.
- Collaborate with subject matter experts within VPU and cross-functionally to resolve complex queries regarding costing, planning, and monitoring across assigned solutions portfolio including SAP, BPC, BW, Analysis for Office, Power BI, VAA Tool and Robotics platforms. • Lead the delivery of business processing services, the management of the WBG's externally-financed operations, monitoring of technology and facilities capital expenditure for BPS CoE Operations, Business Partners, and their clients, supporting effective financial oversight and service delivery.
- Advise on internal controls and risk management to strengthen operational effectiveness, enhance the reliability of financial reporting, and ensure compliance with applicable policies and requirements. Note:

Selection Criteria

- Master’s Degree in Information Systems, Accounting, Business, Finance or other relevant discipline required to fulfill position specific requirements (e.g., Economics), or bachelor’s degree plus an internationally recognized professional qualification (e.g., CPA, CA, ACCA, CGMA, CIMA, CFA) • Five years relevant experience across two units or moving to an assignment in a different unit (relevant country office, non‐WBP, or external experiences would fulfill second unit requirement).
- Expert knowledge of key business processes related to resource management/management accounting, including budgeting, planning, monitoring, reporting and analysis. • Demonstrated expertise in strategic financial management and reporting, including reporting to senior management, performing scenario analysis and financial modelling to drive operational and strategic decisions.
- Knowledge of ERP systems (e.g., SAP S/4HANA/BW/BI, Workday, Salesforce, PeopleSoft, etc.), PowerBI or similar tools and Robotics Program Automation (RPA). • Extensive experience leading the design and implementation of innovative digital solutions and a good understanding of emerging AI technologies, with the ability to collaborate effectively with technology teams.
