ABOUT EGOV FOUNDATION eGov Foundation is a non-profit organisation that builds open Digital Public Infrastructure (DPI) for governments. Over 23 years, eGov has worked across 9 countries and 18 Indian states — partnering with national and state governments, multilateral agencies, and civil society to strengthen public service delivery. In public health, eGov's work spans critical care (10BedICU), hospital management (CARE HMIS), health campaign management (DIGIT HCM), vaccination credentialing (DIVOC), health helplines, solar O&M; for primary healthcare facilities, and public finance management for frontline health worker payments.
ABOUT THE ENGAGEMENT eGov Foundation is positioning a consultant with the Department of Health, Medical Education & Family Welfare, Government of Jharkhand, to undertake a structured study and analysis of the state's digital health and data ecosystem. The engagement will assess the existing landscape of health applications, data flows, and governance structures — and develop actionable recommendations on digital health architecture. The consultant will work closely with the health department's leadership and programme teams in Ranchi, while maintaining regular connect with eGov's technical and health programme teams in Bengaluru and elsewhere for guidance on architecture, interoperability frameworks, and data strategy.
ENGAGEMENT MODELS
We are open to either of the following working models, based on the consultant's preference and situation:
Model 1 — Ranchi-based: Fully based out of Ranchi, with a monthly visit to Bengaluru to work with eGov's architecture and health programme teams.
Model 2 — Split model: Approximately two weeks per month in Ranchi and two weeks in Bengaluru, with any other travel as required by the engagement.
KEY RESPONSIBILITIES
● Lead the assessment of the state's digital health ecosystem, including health information systems, data architecture, and interoperability landscape.
● Engage with government departments, programme teams, collaborators and other key stakeholders to understand priorities, challenges, and opportunities for digital transformation.
● Analyse existing digital health systems, data governance practices, and information flows to identify gaps and areas for improvement.
● Lead the development of strategic recommendations on digital health architecture, interoperability, and data governance.
● Work closely with eGov's multidisciplinary teams to translate findings into practical, scalable solutions aligned with national digital health priorities.
● Develop high-quality reports, presentations, and other knowledge products to support decision-making and stakeholder engagement.
QUALIFICATIONS & EXPERIENCE
● At least 4 years of experience in public health systems, digital health, health informatics, health programme management, or a closely related field.
● Familiarity with India's national digital health landscape — ABDM, HMIS, NHM programme applications, eSanjeevani, IHIP, eVIN, or similar.
● Understanding of technology, health data flows, data quality challenges, and health information systems — experience with FHIR, DHIS2, or health registries is an advantage.
● Experience engaging with government stakeholders — state health departments, programme managers,
district-level officers.
● Openness for observing and learning technical and domain aspects
● Solid analytical and documentation skills — ability to synthesise complex ecosystem findings into transparent, actionable recommendations.
● Familiarity with digital public infrastructure concepts, open-source platforms, and interoperability frameworks is desirable.
● Prior experience working in or with state health departments in India is an advantage; familiarity with Jharkhand's health system is a plus.
● Comfortable working in a lean, mission-driven environment with significant autonomy and limited hand-holding.
