Position Overview

WELL Labs is engaged with the Government of Andhra Pradesh to support the Water Security Mission under the Swarna Andhra 2047 vision. We are seeking a Senior Manager to lead our partnership with the Government of Andhra Pradesh. This role will be based in Vijayawada and will serve as the primary interface between WELL Labs technical teams and state government departments.

This is a unique opportunity for a technically strong, systems-oriented, and impact-driven leader to anchor high-stakes work that directly influences water governance and the policy process. The engagement spans five areas: improving the use of the Andhra Pradesh Water Resources Information and Management System (APWRIMS) water information system for field-level decisions; piloting nature-based solutions for climate adaptation in Rayalseema; designing mechanisms to manage the energy water nexus; strengthening source sustainability for Jal Jeevan Mission infrastructure, and developing a water stewardship framework for industry.

Job Location: Vijayawada, Andhra Pradesh (in office required)

Type of Engagement: 24 months (extendable)

Responsibilities

Programme Coordination

- Serve as WELL Labs primary point of contact with the Departments of Water Resources, Agriculture, Energy, and Industries, Government of Andhra Pradesh.

- Build and maintain working relationships across relevant departments and district administrations.

- Monitor policy developments, scheme guidelines, and budget allocations relevant to the engagement.

- Organise workshops, site visits,



and deliberative forums with district administrations, WUAs, FPOs, and SHGs.Coordinate with allied institutions to ensure coherent multi-agency engagement.

- Represent WELL Labs in public forums, conferences, and media interactions as appropriate.

Policy and Knowledge Translation

- Identify leverage points where data and science can inform and improve programme, design or resource allocation within state schemes.

- Prepare inputs to the Swarna Andhra 2047 planning processes and Mission-level Documents.

- Build evidence and facilitate co-design processes with the administration for novel pilots, both technological and behaviour change.

- Coordinate the delivery of WELL Labs workstreams under the AP Water Security Mission, working closely with the technical and research teams.

Preferred Qualifications, Experience Skills

Education and Experience

- Master's degree or higher in Water Resources, Hydrology, Environmental Sciences, Public Policy, Rural Development, or allied fields.

- At least 6-8 years of professional experience, with a significant portion in government interface roles ideally in water, agriculture, or natural resource management.

- Demonstrated experience working with or within state government, familiarity with AP's institutional landscape is strongly preferred.

Technical Skills

- Strong working knowledge of policy-making and administrative processes.

- written and verbal communication skills in both English and Telugu.

- Familiarity with water resources, hydrology, or irrigation.

- Organised and self-directed; able to manage multiple workstreams across different departments without close supervision.
