Position: Analyst – Research, Training & Capacity Building (Telugu)

Programme: Sarpanch Samvaad

Location: Delhi, India (On-site), with periodic travel to different states

Language Essential: High fluency in Telugu (speak, read and write); knowledge of Kannada preferred

Experience: 2–4 years About the Quality Council of India (QCI) Quality Council of India was established as a National body for Accreditation and set up as an autonomous organisation with the support of the Government of India and Indian Industry represented by three premier industry associations, viz. ASSOCHAM, CII and FICCI, to work towards enhancing competitiveness and quality consciousness across domains. QCI has been working to promote the quality of products, processes and services through third-party assessment, quality monitoring and capacity-building initiatives, including awareness, training and sensitisation programmes.

QCI has been engaged by several ministries and government institutions, including NITI Aayog, Ministry of MSME, Ministry of Railways, Ministry of Home Affairs, Ministry of Petroleum and Natural Gas, and Ministry of Urban Development, as well as several state governments, on a variety of projects dedicated to improving quality.

About the Role The project aims to engage young professionals working towards augmenting the capacity of the government in policy-making, with an emphasis on grassroots development and empowerment of rural local bodies, particularly at the panchayat level.

This is a Telugu language position within the Sarpanch Samvaad initiative. In addition to the core research, training and policy responsibilities of the Analyst role, the incumbent will act as the primary language and coordination bridge between the programme team and Telugu-speaking stakeholders — sarpanches, gram panchayat functionaries, State government officials, partner organisations and field teams. The role will involve:

Qualitative and quantitative research

Advisory in policy and drafting of policy briefs

Stakeholder management and coordination

On-ground assessment, implementation and outreach

Designing training modules and delivering training programmes

Translation, localisation and bilingual communication support Key Responsibility Areas

- Language, Translation & Localisation

Translate and localise documents, reports, presentations, communication materials and meeting notes between Telugu, Hindi and English, and between Kannada and English where required.





Provide in office and real-time interpretation support during meetings, workshops, field visits, training sessions and stakeholder consultations.

Draft communication materials, summaries, reports and outreach content in Telugu, ensuring cultural and contextual appropriateness for rural audiences.

Review and quality-check translated material to ensure terminological consistency, accuracy and readability across all programme communication.

Adapt training modules, toolkits and IEC material into Telugu without loss of technical meaning.

Stakeholder

Engagement & Communication

Manage and coordinate communication with key stakeholders including sarpanches, government officials, partner organisations and field teams to ensure smooth execution of programme activities.

Serve as the first point of contact for Telugu-speaking stakeholders, responding to queries and escalating issues as appropriate.

Coordinate with government bodies, NGOs and community groups to build strategic partnerships that amplify programme reach.

Organise and facilitate focus group discussions and consultations to capture grassroots insights.

Programme

Coordination & Operational Support

Support the planning and coordination of meetings, workshops, field activities and stakeholder engagements, including logistics, invitations and participant follow-up.

Maintain follow-up trackers and action-item logs, and follow through to closure with internal teams and external stakeholders.

Coordinate internally across teams and externally with stakeholders to ensure effective communication, timely execution of tasks and smooth operational support for the Sarpanch Samvaad initiative.

Ensure timely documentation and information sharing, including circulation of minutes, notes and briefs after every engagement.

- Research & Documentation

Conduct qualitative and quantitative research on rural governance issues.

Collect, maintain and analyse programme-related data and field inputs to support reporting, decision-making and programme monitoring.

Analyse data trends to identify gaps and areas for targeted interventions.

Prepare reports,



white papers and policy briefs to inform strategic decisions.

Module

Development & Training Design

Develop structured training modules and toolkits for capacity building.

Incorporate interactive and experiential learning methodologies.

Pilot and refine training content based on field feedback, including feedback gathered in Telugu.

Support and, where required, deliver training programmes for sarpanches and panchayat functionaries in Telugu.

Language

Requirements

Telugu (essential): High fluency — ability to speak, read and write. This is a non-negotiable requirement for the role.

English (essential): Professional proficiency — ability to draft reports, briefs and presentations independently.

Hindi (preferred): Ability to speak and understand.

Kannada (preferred): Ability to speak and understand; working knowledge will be considered an added advantage.

Required Qualifications and Experience

Education

Bachelor's degree in Political Science, Public Policy, Sociology, Development Studies or any other relevant discipline

Master's degree preferred. Experience

2–4 years of experience in research, policy development or rural governance projects.

Experience in designing and implementing training programmes.

Prior experience of translation, interpretation or bilingual documentation, or of working with Telugu-speaking rural communities, will be an advantage. Skills

Proficiency in MS Office (Word, Excel, PowerPoint)

Strong analytical and writing skills in both Telugu and English.

Knowledge of research methodologies (surveys, FGDs, KIIs).

Communication, coordination, and stakeholder management capabilities.

Ability to type and work in Telugu script (Unicode) is desirable.

Familiarity with monitoring and evaluation frameworks is a plus.

Other Requirements

Ability to travel to rural areas for fieldwork, training and assessments, including at short notice.

Passion for grassroots development and capacity building of grassroots leadership.

Ability to work independently, manage multiple priorities and meet deadlines.
