Position Overview

- We are seeking an enterprise-scale Technical Program Director / Principal Technical Program Manager to spearhead our core product portfolio division.
- This is an elite, high-impact leadership role requiring 16 to 30 years of experience designed for a professional who has seamlessly transitioned from hands-on .NET engineering to managing complex organizational programs.
- In this multi-management capability, you will not directly manage individual developers; instead, you will govern, mentor, and orchestrate a team of Technical Project Managers and Engineering Leads.
- You will bridge the gap between long-term product vision, technical enterprise architecture, and high-velocity execution.
- The ideal candidate retains deep technical roots in distributed .NET systems and possesses the maturity to manage cross-functional dependencies across global product tracks.

Core Responsibilities

Multi-Management & Delivery Governance:

- Act as the ultimate governor over a portfolio of technical project streams.
- Directly manage, mentor, and evaluate Technical Project Managers to ensure delivery excellence, consistent Agile/Scrum standards, and cross-track synchronization.

Enterprise Architecture Alignment:

- Provide strategic oversight for complex, distributed .NET Full Stack architectures.
- Partner with Principal Architects to review high-level software designs, framework upgrades, and system scalability,



ensuring technical decisions support long-term business goals.

Program Roadmap & Capacity Strategy:

- Own the overarching program timeline, high-level resource estimation, and capacity planning.
- Navigate complex engineering trade-offs, manage cross-program dependencies, and unblock execution tracks.

Risk & Compliance Governance:

- Proactively identify, track, and mitigate program-level technical risks.
- Ensure all engineering tracks adhere strictly to top-tier international standards of data security, operational compliance, and strict engineering governance.

Executive Stakeholder Management:

- Serve as the primary liaison between engineering execution and the executive suite.
- Transcribe highly technical engineering complexities into concise, risk-assessed business impact reports for senior stakeholders.

Required Qualifications & Experience

Experience Bracket:

- 16 to 30+ years of total IT experience, with a clear career progression from hands-on Software Engineering to Technical Project/Delivery Management, culminating in large-scale Program Management.

Technical Track Record:

- Proven background in leading programs centered around enterprise-grade, distributed,



cloud-native software ecosystems.

Management Style:

- Extensive background in multi-management-managing other managers, optimizing resource allocation across parallel product releases, and balancing budgets.

Methodologies:

- Mastery of scaled Agile frameworks (Secure), Scrum-of-Scrums, and modern continuous integration/continuous deployment (CI/CD) pipelines.

Soft Skills:

- Exceptional negotiation, conflict resolution, and strategic problem-solving abilities.
- Must have a commanding executive presence combined with an empathetic, servant-leadership approach.
- Underlying Technology Domain Context
- While this is an executive-level program management role, the candidate must possess the deep technical lineage to review, challenge, and guide programs running on the following stack:Backend: .NET Core, .NET Framework (4.0+), ASP.NET, C#, LINQ, and Web API.
- Frontend: React.js. Database Systems: Microsoft SQL Server (Enterprise/Distributed architectures).
- Messaging & Integration: High-throughput systems using MassTransit, RabbitMQ, and Distributed Messaging Queues.
- Architecture Paradigms: Microservices, Event-Driven Architecture, Multi-tenant SaaS, and Cloud Infrastructure.
