International AML & Compliance Officer Payment Gateway & Banking
Location: Dubai / Hong Kong / Remote (Travel Required)

Our businesses include payment gateways, banking partnerships, merchant acquiring, international payments, digital wallets, and regulated financial services. We are seeking an experienced AML professional to establish and strengthen our global compliance framework.
Position Summary
The International AML & Compliance Officer will be responsible for designing, implementing, and overseeing Anti-Money Laundering (AML), Counter-Terrorist Financing (CTF), Know Your Customer (KYC), sanctions compliance, and regulatory compliance programs across multiple jurisdictions.
The role requires deep knowledge of financial regulations governing payment gateways, banks, money service businesses (MSBs), electronic money institutions (EMIs), and payment service providers (PSPs).
Key Responsibilities
AML / CTF Compliance
- Develop and maintain a group-wide AML/CFT compliance framework.
- Ensure compliance with AML regulations across all operating jurisdictions.
- Conduct enterprise-wide AML risk assessments.
- Develop customer risk-rating methodologies.
- Review and approve high-risk customer onboarding.
- Monitor suspicious transaction activities.
- Investigate unusual transaction patterns.
- Prepare and file Suspicious Transaction Reports (STRs/SARs) where required.
- Review sanctions and politically exposed persons (PEP) screening results.
- Oversee enhanced due diligence (EDD) for high-risk customers.
Regulatory Compliance
Maintain regulatory compliance with financial authorities including:

Payment Gateway Compliance
- Develop AML controls for payment gateway operations.
- Review merchant onboarding processes.
- Conduct merchant due diligence.
- Monitor transaction volumes and patterns.
- Review chargeback and fraud trends.
- Establish transaction monitoring rules.
- Perform merchant risk assessments.
- Ensure PCI DSS and payment compliance coordination where applicable.
Banking Compliance
- Manage banking relationships.
- Respond to compliance questionnaires from banks.
- Complete AML/KYC onboarding for banking partners.
- Prepare compliance documentation for account openings.
- Assist with regulatory audits and bank inspections.
- Coordinate responses to Requests for Information (RFIs).

Audit & Inspection
- Coordinate regulatory inspections.
- Support internal and external audits.

- Deliver AML/KYC training across the organization.
- Conduct annual compliance awareness programs.
- Train operations, customer support, finance, and merchant teams on regulatory obligations.

Qualifications
- Bachelor's degree in Law, Finance, Accounting, Business, or a related field.
- Master's degree or LLM is preferred.
Experience
- 8–12+ years of AML, compliance, or financial crime experience.
- At least 5 years in the banking, fintech, payment gateway, PSP, EMI, or MSB sector.
- Experience with multinational compliance programs.
- Experience dealing directly with regulators and banking institutions.

- CAMS (Certified Anti-Money Laundering Specialist)
- ICA Advanced Certificate in AML

- CFCS (Certified Financial Crime Specialist)
