About the role:
This role establishes Harsh Enterprises' independent structural proof-checking capability for government projects, deployable per assignment or empanelled contract. Typical assignments include water-sector structures (ESRs, GSRs, sumps, water and sewage treatment plant structures, pump houses), infrastructure works (minor bridges, culverts, retaining structures, utility structures), public buildings, and high-rise buildings requiring third-party structural vetting. [Confirm: standalone proof-consultancy service line vs. staffing of a specific awarded contract — this affects the deployment model, sampling depth and utilisation targets.] The engineer reviews the work of external design consultants and reports findings independently, to safeguard the interests of the appointing authority.
Key Responsibilities:
A. Design Basis & Input Verification
• Review the Design Basis Report for every submission — geometry, materials, exposure and durability
provisions, soil and foundation data, and functional requirements — against tender specifications.
• Verify loading assumptions and load combinations: dead, imposed, wind (IS 875 Parts 1–5), seismic (IS 1893
Parts 1 & 2), hydrostatic / hydrodynamic loads for water-retaining structures, and equipment or crane loads
where applicable.
• Confirm that geotechnical parameters adopted in design are consistent with the soil investigation report; flag
gaps or unconservative assumptions before detailed checking begins.
• Maintain a register of submissions received, design basis approvals and revision status.
B. Independent Analysis & Design Verification
• Review structural analysis models (STAAD.Pro / ETABS or equivalent) for geometry, support and boundary
conditions, member properties,
load application and combination logic.
• Carry out independent check calculations for critical members and connections per an agreed sampling plan —
covering strength, stability (including overall stability, uplift and flotation for water structures, and P-Delta /
drift for high-rise buildings) and serviceability (deflection and crack width).
• Verify foundation design against the soil report and IS 2911 / IS 456 as applicable, including settlement and
bearing checks.
• Record all design deficiencies as structured observations and verify corrected re-submissions.
C. Drawing Proof Checking & Detailing Compliance
• Check drawings submitted for approval for completeness, internal consistency, and conformity with the verified
design calculations.
• Verify reinforcement detailing per IS 456 / SP 34, and ductile detailing per IS 13920 where seismic detailing is
applicable; verify structural steel detailing per IS 800 and connection design adequacy.
• For water-retaining structures, verify detailing per IS 3370 — crack-width governed reinforcement, joint and
waterstop provisions, and construction-sequence notes.
• Confirm bar bending schedules and material specifications on drawings align with calculations and BOQ; flag
discrepancies before drawings are released.
D. Code & Departmental Compliance
• Ensure designs comply with applicable IS codes — IS 456, IS 800, IS 875, IS 1893, IS 13920, IS 3370, IS 2911 —
and NBC provisions for buildings.
• Apply the governing departmental specification and vetting norms: CPWD / State PWD / MJP or Jal Jeevan
Mission requirements for water-sector works; MORTH / IRC for infrastructure works; local authority and fire /
structural stability requirements for high-rise buildings.
• Maintain compliance checklists per structure type and keep them current with code amendments.
E. Comment Management, Certification & Documentation
• Issue structured observation / comment registers for every submission, categorised by severity, and track each
comment to documented closure with the design consultant.
• Issue proof-check certificates only after all critical comments are resolved, and maintain a complete, traceable
audit trail of calculations checked, drawings reviewed, comments raised and resolutions accepted — suitable
for review by the appointing authority and auditors.
• Submit periodic status reports on submissions, pendency and certification within agreed turnaround times.
• Coordinate technical discussions between the department, project management consultant and design
consultant where interpretation of codes or specifications is disputed.
Qualifications & Experience
• B.E. / B.Tech in Civil Engineering (essential); M.E. / M.Tech in Structural Engineering — strongly preferred and typically required for government proof-checking empanelment.
• 3 – 8 years in structural design, design review or proof checking; exposure to government projects and departmental vetting processes preferred.
• Design experience across RCC and steel structures; experience with water-retaining structures (IS 3370) and/or high-rise buildings is a significant advantage given the target sectors.
• Chartered Engineer (Institution of Engineers India) or licensed Structural Engineer registration with a local authority — advantageous; supports certification credibility on government empanelment.
• Working knowledge of relevant IS codes (IS 456, IS 800, IS 875 Parts 1–5, IS 1893, IS 13920, IS 3370, IS 2911, SP16, SP 34) and NBC, plus the governing departmental specification (CPWD / PWD / MJP for buildings and water
works; MORTH / IRC for infrastructure).
• Proficiency in STAAD.Pro and/or ETABS (model review and independent check runs), AutoCAD (drawing review), and MS Excel / Office (check calculations, comment registers, reports).
