We are seeking a hands-on Technical Lead to drive the design and implementation of foundational digital infrastructure for large-scale government systems. This role involves building scalable, interoperable platforms, designing APIs and registries, and collaborating closely with state and national teams to support robust digital services.

Key Responsibilities

System & API Design

- Define and implement API specifications and water-sector registries.
- Analyze existing government digital systems at national and state levels.
- Identify core services and registries to ensure data integrity and interoperability.
- Build an API and data-registry framework that supports diverse state use-cases while adhering to national standards.
- Develop interoperable API specifications, integration playbooks, and standards for long-term scalability, versioning, and governance.

Implementation Support

- Collaborate with state engineering and MIS teams to integrate registry and API specifications into live platforms.
- Support technical reviews of vendor architectures, solution proposals, and implementation plans.
- Align registry and API design with programme priorities and national guidelines.

Documentation & Collaboration

- Prepare architectural documents, integration specifications, onboarding guidelines, and technical notes.
- Communicate design decisions and trade-offs clearly to technical and non-technical stakeholders.




- Facilitate shared understanding across government teams, implementation partners, and solution providers.

Required Skills & Experience

Technical Expertise

- Strong system architecture experience, preferably with microservices-driven platforms.
- Expertise in API design and management (REST/OpenAPI, versioning, security best practices).
- Proficiency in cloud services, containerization, contemporary backend languages, and relational & NoSQL databases.
- Understanding of data governance, privacy, auditability, and federated registry models.

Problem-Solving & Systems Thinking

- Ability to analyze complex digital systems and identify simplifications.
- Experience designing modular, extensible systems for multi-stakeholder environments.
- Resourceful and creative in navigating real-world implementation constraints.

Mindset & Working Style

- Comfortable with ambiguity, evolving requirements, and iterative development.
- Builder/architect mindset focused on technology, not project management.

Qualifications

- 5–8 years of experience in backend engineering, system architecture, or digital infrastructure roles.
- Bachelor’s or Master’s in Computer Science, IT, or equivalent.
- Proven experience building or integrating large-scale platforms with API-first and microservices architecture.
