The Government and public sector transactions services is part of EY's Government Public Sector (GPS) Services which is a network of highly skilled professionals from assurance, tax, transaction and advisory services, devoted to serving the government and public sector organizations and institutions.

The practice combines private sector leading practice with an understanding of the public sector s diverse needs, focused on delivering improved public services. Government and public sector transactions services, sits under EY s Transaction Advisory Services practice, a market-leading, multi-disciplinary team, working with leading businesses across a range of industries. This practice is in a unique position to deliver implementable strategies given the firm s sector depth, transaction perspectives, and operational insights.

The practice provides experience working with various sectors such as, Transport, Social Health care, Education, Urban Infrastructure, Economic Development Advisory , Water waste Sanitation, Power Utilities and Public Finance Management.

SaT - TCF - Infrastructure Advisory :

Your key responsibilities

- About the Role: We are looking for an Associate to join our power utilities team in the strategy transaction practice, supporting a high-impact engagement to develop a Global Quality Assurance (QA) strategy for Solar Energy Technologies (PV Solar Thermal) for multi-country deployment. You will work as part of a consulting team advising international institutions and governments, contributing to technical frameworks, global benchmarking, and implementation strategies that enhance solar project quality, reliability, and bankability across diverse markets.
- Research Benchmarking: Conduct global landscape assessments of solar PV and solar thermal technologies, applications, and deployment models.
- Advisory Framework Development: Support development of a Global QA strategy covering: Solar PV systems (modules, inverters, BESS, mini-grids, pumps, etc.) and Solar thermal systems (collectors, heaters, cold storage, drying, etc.). Document: Minimum Functional Specifications (MFS); QA/QC checklists and audit templates; Testing procedures,



acceptance criteria, and performance indicators; Assess regional context for the applicability of the QA strategy framework.
- Gap Assessment Policy Advisory: Conduct gap assessments of QA ecosystems in emerging markets and ISA member countries; Evaluate regulatory frameworks, institutional mechanisms, and testing infrastructure; Provide actionable recommendations on standards adoption/customization, QA system strengthening, and areas requiring new test protocols or RD.
- Implementation Strategy Institutional Design: Support design of implementation frameworks including: Institutional arrangements (global and national levels); QA processes across manufacturing, procurement, installation, and OM; Identify capability needs, partnerships, and governance models for QA adoption; Contribute to strategies leveraging existing testing infrastructure (e.g., national labs, accredited institutions).
- Commercial Costing Analysis: Develop capex and opex estimates for establishing solar testing and certification facilities; Identify equipment, infrastructure, and operational requirements for QA labs.
- Capacity Building Knowledge Delivery: Design training modules and knowledge products for stakeholders (regulators, utilities, developers, labs); Support development of capacity-building plans and rollout strategies; Prepare high-quality client deliverables (reports, presentations, manuals).

Qualifications
- Master of Business Administration
- Bachelor of Technology in Mechanical Engineering
- Bachelor of Engineering in Electrical
- Bachelor in RE/Solar

Experience
- Consulting, research, or policy analysis projects (5+ years)
- Solar energy sector (PV and/or thermal)
- QA/QC, testing, certification, or technical advisory
- Prior involvement in standards, codes, or regulatory frameworks preferred
