Job Summary

The Vice President – Quantity Surveying (QS) & Contracts will lead the organization's commercial, contractual, and cost management functions across all commercial interior fit-out projects. This role is responsible for developing and implementing commercial strategies, ensuring contract governance, driving profitability, mitigating project risks, and strengthening subcontractor and vendor management practices. The incumbent will provide strategic leadership to the QS, Contracts, Procurement, and Commercial teams while ensuring operational excellence, cost efficiency, and compliance across the project portfolio.

Key Responsibilities

Commercial Strategy & Leadership

- Develop and implement the company's commercial and contract management strategy.
- Drive profitability, cost optimization, and commercial governance across all projects.
- Establish commercial policies, procedures, controls, and best practices.
- Lead the overall commercial performance of the project portfolio and ensure achievement of business objectives.
- Support senior leadership in business planning, forecasting, and strategic decision-making.
- Provide commercial insights and recommendations to improve project margins and operational efficiency.

Contracts Management & Governance

- Oversee preparation, review, negotiation, and approval of major subcontract agreements and commercial contracts.
- Establish contract governance frameworks to ensure compliance and risk mitigation.
- Lead resolution of high-value contractual disputes, claims, variations, and legal matters.
- Ensure contractual obligations are effectively managed throughout the project lifecycle.
- Collaborate with legal advisors on contract structuring, risk allocation, and dispute management.
- Monitor compliance with statutory, regulatory, and company requirements.





Quantity Surveying & Cost Management

- Oversee project budgeting, cost planning, quantity surveying, and commercial reporting functions.
- Ensure accuracy of BOQs, cost estimates, rate analysis, and project commercial evaluations.
- Drive cost control initiatives and value engineering programs across projects.
- Review project financial performance, commitments, cash flow, and cost forecasts.
- Establish systems for effective commercial monitoring and reporting.
- Lead commercial reviews and project profitability assessments.

Procurement, Vendor & Subcontractor Management

- Provide strategic direction for subcontractor and vendor engagement.
- Lead commercial negotiations for critical subcontract packages and strategic partnerships.
- Develop vendor management frameworks and performance evaluation systems.
- Ensure effective subcontract administration and timely closure of commercial accounts.
- Strengthen long-term relationships with key subcontractors, suppliers, and business partners.

Risk Management & Compliance

- Identify, assess, and mitigate commercial, contractual, and operational risks.
- Establish risk management frameworks for project execution.
- Ensure compliance with company policies, contractual obligations, and industry standards.
- Lead commercial audits and process improvement initiatives.

Team Leadership & Organizational Development

- Lead and mentor the Quantity Surveying, Contracts, and Commercial teams across all projects.
- Build a high-performance commercial organization through coaching, training, and succession planning.
- Define KPIs and performance metrics for the commercial function.
- Foster a culture of accountability,



collaboration, and continuous improvement.
- Support talent acquisition and capability development within the department.

Business Stakeholder Management

- Act as the primary commercial representative with clients, consultants, subcontractors, and strategic partners.
- Support business development and pre-construction teams in commercial evaluations and tender reviews.
- Participate in client negotiations and strategic commercial discussions.
- Represent the organization in high-level contractual and commercial matters.

Qualifications & Experience

Education

- Bachelor's Degree in Civil Engineering, Quantity Surveying, Construction Management, or related field.
- Master's Degree in Construction Management, Business Administration (MBA), or a related discipline preferred.

Experience

- 18–25 years of experience in Quantity Surveying, Contracts Management, Commercial Management, and Project Controls.
- Extensive experience in Commercial Interior Fit-Out Projects is mandatory.
- Proven leadership experience managing large commercial teams and multi-project portfolios.
- Robust track record in contract negotiations, cost management, risk mitigation, and profitability improvement.
- Experience working with large corporate, commercial, workplace, hospitality, or institutional interior projects is preferred.
