Role & responsibilities
PARS is the customs programme for imports. When a truck crosses from one location into other, the shipment must be pre-cleared with CBSA before the truck arrives at the border.

PAPS is the equivalent for exports. The PAPS team submits these pre-arrival filings.
The process is described as entirely manual today no automation exists.
Process PARS and PAPS customs declarations for shipments. This involves reviewing Bills of Lading
Commercial invoices, packing lists, and customs entry data to ensure all required information is complete and correct before submission to CBSA or CBP.
Submit pre-arrival notifications through CBSA's E Manifest portal and CBP's ACE (Automated Commercial Workplace) portal within required timeframes.
Customs clearance must be obtained before the truck arrives at the border missed filings result in border delays with direct operational and customer impact.
Validate commodity classifications, country of origin declarations, and declared values on shipment documentation.
Identify entries that require additional documentation, duty deposits, or customs examination.
