The Vigilance Officer (VO) shall be responsible for establishing, overseeing and strengthening the Vigilance Technical Audit framework at IFTAS, covering procurement, projects, contracts and administrative matters in line with RBI and applicable CVC guidelines.

The role shall ensure the highest standards of integrity, transparency, ethical conduct and regulatory compliance, with independent reporting to the ACB and annual review by Branch Vigilance Officer (BVO), DIT CO (RBI).

Experience:

- The candidate should have min 12 years of vigilance experience from Banks/ NBFCs/ FinTechs / IT Companies / PSUs/ Government related entity with primary exposure to Information Technology environment workings.
- Out of which a min of 8 - 10 years of experience should be in Vigilance / Fraud Risk Management /Compliance / Internal Audit / Governance.

Knowledge: Strong understanding of:

- RBI regulatory framework / CVC Guidelines
- Fraud risk management and vigilance processes
- Procurement and contract governance
- Familiarity with investigation methodologies and documentation standards.

Skills Competencies:

- Excellent interpersonal and presentation skills
- High independence with ability to make ethical judgment
- Strong analytical and investigation skills
- Explicit communication and Board level presentation capability
- Ability to handle sensitive matters with discretion
- Strong stakeholder management and regulatory liaison skills

- Will be responsible for Vigilance Audit of Procurement Process ensuring following scope such as:
1.



Pre-tendering modalities
2. Vendor selection process
3. Risk mitigation measures
4. Completion of work

- Apart from all the aspects mentioned above; he /she will be responsible for Technical audit of Projects / Procurements , ensuring following technical aspects indicated below are taken care:

1. Pre-tendering modalities
2. Vendor selection process
3. Risk Mitigation measures
4. Site Inspection
5. Completion of work

- Will also be responsible for Vigilance Audit of Administration such as:

1. Accuracy of various reports being sent to DIT CO on procurements, administration, action taken on complaints, etc.
2. Handling of Whistle Blower complaints, audit observations etc.
3. Adherence to complaint handling policy and appropriateness in handling of complaints.
4. Display of information relating to complaint handling authority.
5. Closely related employees not being in the same line of reporting.
6. Periodical rotation of persons from sensitive posts.
7. Acquisition of disproportionate assets by employees.
8. Whether examined from vigilance angle perspective.

- Periodic submission of reports on complaints, procurements and audits conducted of works / procurements/ administration to the ACB / Branch Vigilance Officer (BVO) of DIT, CO (RBI).
