Job Title: Business Development Manager – Manpower Sourcing

Role Overview

We're hiring a Business Development Manager to own and grow our sourcing network across Punjab, Haryana, UP, and Bihar. This is a sourcing-network-first role β€” your primary job is building and managing a reliable base of district and state-level sourcing agents who deliver consistent candidate pipelines for staffing placements. Candidates without an existing, active agent network in these states should not apply.

About Global Udaan

Global Udaan is a venture of the National Labour Cooperative Federation of India (NLCF), operating under the Ministry of Cooperation, Government of India, with branches across Hisar, Fatehabad, Sirsa, and Delhi.

Key Responsibilities

* Build, onboard, and manage a district and state-level sourcing network across Punjab, Haryana, UP, and Bihar

* Own manpower sourcing volume as the primary KPI of this role

* Maintain long-term, trust-based relationships with sourcing agents β€” repeat reliability matters more than one-time volume

* Ensure a consistent, quality candidate pipeline for staffing placements (blue-collar/frontline and semi-skilled roles)

* Travel regularly within the four-state territory to strengthen ground-level agent relationships and identify new districts for expansion

* Track sourcing volume, agent-wise performance,



and conversion rates; report weekly

* Coordinate with internal branch/ops teams to move sourced candidates through to placement

* Negotiate and finalize commission structures with agents within company policy

* Represent the company at district/state-level sourcing meets and industry gatherings

Required Skills & Experience

* 2–5 years in manpower sourcing, staffing, or blue-collar recruitment

* An existing, verifiable sourcing agent network across Punjab, Haryana, UP, and/or Bihar β€” be ready to share past sourcing volume and agent references

* Strong grasp of the district-level agent/sourcing ecosystem in North India

* Sharp relationship management and negotiation skills

* Comfortable with frequent multi-state travel

Preferred Background

* Prior experience at a staffing company or manpower sourcing agency

* Track record of scaling an agent network from a handful of contacts to a district-wide or state-wide base
