Job Requirements Job Title: Site Head - Renewable Energy (OEGPL) Job Type: Full Time Role Overview: The Site Head is the owner's single point of accountability on the ground for the end-to-end delivery of a large hybrid renewable energy project comprising approximately 200 MW of solar PV and 200 MW of wind. Working directly for the project owner, this leader will oversee a lean internal team while managing a portfolio of EPC / specialised contractors to deliver the project safely, on schedule, and within budget — from regulatory approvals and land acquisition through to grid synchronisation and commercial operations.
Why This Role Matters: With ~400 MW of combined capacity under a single site leadership, this is not a conventional construction management role.
The Site
Head must function simultaneously as a project director, a government liaison, a community negotiator, and an owner's engineer — bridging the boardroom and the field every day. The person in this role will be instrumental in setting the execution culture, resolving bottlenecks that no contractor can resolve alone, and protecting the company's investment.
Key Responsibilities: Project Ownership & Governance
Serve as the owner's authorised representative on site for all solar and wind works.
Drive project execution across all phases: pre-construction, civil, electrical, and commissioning.
Set up and maintain project governance: progress reviews, MIS dashboards, risk registers, and change control.
Report regularly to senior management / investment committee with clear updates on schedule, cost, and risk.
Regulatory Approvals & Statutory Clearances
Own the master approvals tracker covering forest clearance, environment clearance, aviation NOC, CEA/CEIG approvals, grid connectivity, and state-specific permits.
Coordinate with central and state government bodies (MNRE, state nodal agencies, Revenue, Forest, and Pollution Control departments).
Manage submission timelines so that approvals never become the critical path.
Land Acquisition & Revenue Matters
Lead or oversee land acquisition, lease / licence execution, and title due diligence for both solar and wind parcels.
Navigate Revenue Department processes: mutations, survey, pahad / agricultural classification changes, and diversion permissions.
Manage landowner relations, village-level liaison, and any resettlement or compensation matters.
Right-of-Way (ROW) & Community Relations
Secure ROW for transmission lines, access roads, and inter-array cabling across private and government land.
Resolve encroachments, boundary disputes, and local opposition through structured community engagement.
Work with district administration and panchayat bodies as needed.
Contractor & Vendor Management
Appoint, mobilise, and manage multiple EPC, civil, erection, and O&M; contractors working simultaneously.
Enforce contractual milestones, quality plans, and safety standards across all contractor scopes.
Adjudicate site-level disputes, approve work fronts, and escalate commercial issues to the project manager.
Coordinate interfaces between solar and wind contractors to avoid clashes in access, HT lines, and substations.
Construction Oversight
Monitor civil works: road formation, piling, module mounting structures, tower foundations, and substation construction.
Oversee electrical works: inter-array cabling, HT/EHV cabling, transformer erection, switchyard, and SCADA.
Ensure quality control / quality assurance protocols are followed and third-party inspections are facilitated.
Drive commissioning: pre-commissioning checks, trial runs, grid synchronisation, and SCADA integration.
HSSE – Health, Safety, Security & Environment
Champion a zero-harm culture across all contractor workforces.
Ensure compliance with statutory safety requirements, company HSSE standards, and lender's engineer observations.
Oversee environmental monitoring and adherence to EC conditions throughout construction.
Budget & Cost Control
Track site-level costs against the approved project budget; flag deviations early.
Authorise contractor invoices, site-level variations, and petty cash within delegated authority.
Identify value-engineering opportunities without compromising scope or quality.
Stakeholder Management
Maintain relationships with DISCOMs / CTU / STU for connectivity and metering.
Interface with lenders' engineers, insurance surveyors, and independent engineers during construction.
Represent the company in district-level meetings, utility coordination, and public hearings.
Indicative Team Structure: The Site Head will lead a lean owner's team; headcount will be calibrated to project phase.
Indicative direct / functional reports: Solar Construction Manager
Wind Construction Manager
Land & Liaison Officer
Electrical / Grid Engineer
HSSE Officer
Project Controls / MIS
Admin & Logistics Coordinator Essential Qualifications & Experience: B.E. / B.Tech in Electrical, Civil, or Mechanical Engineering; MBA / PG qualification is an advantage.
