We are hiring a Senior Program Manager / PMU Lead for a full-time role based in Patna to lead a State-level Project Management Unit supporting a large-scale government-backed programme in skill development, vocational education, employability, institutional strengthening, industry linkage, and training ecosystem transformation.

The role will be responsible for overall programme leadership, implementation planning, stakeholder coordination, institutional handholding, review management, risk mitigation, reporting, and team supervision. The position requires close coordination with government departments, training institutions, industry partners, implementation agencies, and other programme stakeholders.

Key Responsibilities

- Lead the PMU team and ensure delivery across planning, implementation, monitoring, finance/procurement, capacity building, and stakeholder engagement workstreams.
- Prepare and manage programme implementation plans, milestones, timelines, deliverables, review mechanisms, and risk trackers.
- Support assessment, prioritisation, and strengthening of training institutions based on local economic demand, sectoral relevance, infrastructure readiness, and implementation feasibility.
- Facilitate institutional arrangements, partner coordination frameworks, agreements, governance structures, and operating processes.
- Coordinate with government stakeholders, training institutions, industry partners, technical agencies, and field-level implementation teams.




- Drive industry engagement, employer linkage, partnership development, and demand-aligned skilling interventions.
- Identify implementation bottlenecks, escalate risks, and support timely resolution.
- Guide preparation of progress reports, dashboards, review presentations, decision notes, policy briefs, and implementation trackers.
- Ensure quality assurance of all PMU deliverables and client-facing outputs.
- Represent the PMU in review meetings, consultations, workshops, and stakeholder discussions.

Qualifications
- MBA/PGDM; or
- Postgraduate degree in Social Sciences, Social Work, Development Studies, Rural Management, Public Policy, Education, or related discipline; or
- Graduate degree with robust and demonstrable relevant experience in programme management, skill development, education, TVET, or social-sector implementation.

Mandatory Skills
- Minimum 10 years of experience in project/programme management in education, skill development, TVET, employability, livelihoods, or related development sectors.
- At least 7 years of experience in skill development, TVET, entrepreneurship development, workforce development, or large-scale social-sector programmes.
- Experience in managing government-facing programmes.
- Team leadership and multi-stakeholder coordination experience.
- Strong documentation, presentation, and reporting skills.
- Ability to work full-time from Patna, with travel as required.
