Senior Construction Manager - CSA (Civil, Structural &

- Architectural)

Position Overview

Lead construction management for all Civil, Structural, and Architectural (CSA) works of a large-scale semiconductor manufacturing facility. Oversee site development, structural systems, architectural finishes, building envelope, and all civil infrastructure.

Manage General

Contractor execution, coordinate with Client stakeholders, and direct JLL construction team to deliver CSA scope meeting semiconductor facility requirements for precision, cleanliness, and long-term performance.

Key Responsibilities

CSA Construction Leadership

Direct all construction activities for Civil, Structural, and Architectural disciplines including site preparation, earthwork, piling and foundations, structural steel and concrete, building envelope systems, exterior facades, roofing, interior architectural finishes, doors/frames/hardware, specialty flooring, ceiling systems, and site civil works (roads, drainage, utilities). Ensure work meets stringent semiconductor facility tolerances for vibration control, structural stability, thermal performance, and contamination prevention.

General Contractor Management

Manage day-to-day GC performance for CSA trades including civil contractors, structural steel erectors, concrete suppliers, architectural subcontractors, and specialty finish installers. Review and approve contractor schedules, manpower plans, material procurement schedules, and execution methodologies. Monitor work quality, productivity rates, and specification compliance.

Conduct daily coordination meetings to resolve sequencing conflicts, address site logistics challenges, and maintain critical path progress. Evaluate contractor submittals for architectural finishes, structural materials, and building systems ensuring compliance with design intent and semiconductor facility standards.

Client Coordination &

- Technical Interface

Serve as primary construction contact for Clients architectural, structural engineering, and civil engineering teams regarding CSA scope execution. Facilitate design coordination meetings addressing foundation-equipment interfaces, structural loading verification, floor flatness/levelness requirements, and architectural finish selections.

Coordinate

Client inspections of critical structural elements, foundation systems, and cleanroom architectural components. Present construction progress, quality metrics, and issue resolution plans through regular Client status meetings. Secure timely Client approvals on mock-ups, material samples, color selections, and design modifications affecting CSA scope.

JLL Team Management

Lead JLL construction staff assigned to CSA disciplines including assistant construction managers, civil engineers, structural inspectors, architectural coordinators, and quality control personnel. Define roles, assign responsibilities, and establish performance expectations. Provide technical mentoring and career development opportunities.

Conduct regular team meetings to review progress, discuss technical challenges, and align on priorities. Build cohesive team culture focused on quality, safety, and client satisfaction.

Schedule &

- Progress Management

Develop and maintain integrated construction schedules for all CSA activities from site mobilization through architectural punch list completion. Track critical milestones including foundation completion, structural topping out, building enclosure, cleanroom wall installation,



and finish work progression. Identify schedule risks related to weather impacts, material deliveries, structural connections, concrete curing requirements, and finish installation sequences.

Implement recovery strategies for schedule delays. Coordinate CSA activities with MEP rough-in, equipment setting, and cleanroom fit-out to optimize overall project timeline.

Quality Assurance &

- Technical Compliance

Ensure all CSA construction meets architectural specifications, structural design requirements, building codes, and semiconductor industry standards. Review and approve quality control plans for concrete placement, structural steel erection, waterproofing installations, and architectural finish work. Witness critical quality checkpoints including concrete cylinder testing, structural steel bolt tensioning, building envelope testing (water, air, thermal), floor flatness surveys (FF/FL numbers), and cleanroom wall panel installation.

Verify semiconductor-specific requirements including vibration criteria compliance, electromagnetic interference (EMI) shielding, and ultra-clean surface finishes. Maintain comprehensive quality documentation including material certifications, test reports, survey data, and photographic records.

Foundation &

- Structural Coordination

Oversee foundation construction including piling (if required), grade beams, foundation slabs, and equipment pads meeting stringent vibration and settlement criteria for semiconductor process equipment. Manage structural steel erection sequencing, connection verification, and structural concrete placement. Coordinate foundation-equipment interfaces with process tool vendors ensuring anchor bolt locations, elevation accuracy, and load-bearing capacity.

Verify structural capacity for heavy equipment, rooftop units, and suspended process systems.

Architectural Systems Management

Direct installation of building envelope systems including curtain walls, metal panels, roofing membranes, and waterproofing ensuring long-term weather protection and thermal performance. Oversee cleanroom architectural components including modular wall panels, sealed ceiling systems, coving details, and ultra-smooth finish requirements preventing particle generation. Manage interior finish installation including epoxy flooring, raised access flooring, wall protection systems, specialty ceilings, and cleanroom-rated doors/hardware.

Ensure all finishes meet cleanliness classifications, chemical resistance requirements, and maintenance protocols for semiconductor environments.

Site Civil Works Coordination

Manage site grading, storm drainage systems, sanitary sewer, fire water loops, potable water distribution, and site utilities installation. Coordinate underground utility placement with building foundations and process equipment requirements. Oversee site paving, parking areas, loading docks, and vehicular circulation. Ensure proper site drainage preventing water infiltration to building foundations. Manage landscape installation and site amenities supporting campus development plans.

Safety &

- Risk Management





Enforce safety protocols for high-risk CSA activities including excavation/trenching, steel erection at height, concrete pours, crane operations, roofing work, and facade installation. Coordinate fall protection systems, confined space entry procedures, and heavy lifting plans. Identify construction risks including ground conditions, structural stability during construction, weather impacts on concrete/waterproofing, material delivery delays, and finish installation quality issues.

Develop mitigation plans and maintain risk registers with regular updates.

Technical Problem Solving

Resolve complex technical challenges involving foundation design modifications, structural capacity issues, building envelope performance concerns, floor flatness deficiencies, and architectural finish compatibility problems. Collaborate with structural engineers, architects, and geotechnical consultants when design solutions are required. Evaluate contractor value engineering proposals for structural cost savings, alternative materials, or construction methodology changes.

Ensure solutions maintain structural integrity, architectural intent, and semiconductor facility operational requirements.

Mock-up &

- Testing Coordination

Oversee construction of full-scale mock-ups for critical systems including cleanroom wall panels, ceiling systems, architectural finishes, and building envelope assemblies.

Facilitate

Client review and approval of mock-ups establishing quality benchmarks. Coordinate performance testing including building envelope water/air testing, floor flatness surveys, vibration measurements, and cleanliness verification. Document test results and ensure field installation matches approved mock-up standards.

As-Built Documentation &

- Closeout

Maintain accurate as-built documentation for all CSA work including structural modifications, underground utility locations, architectural finish schedules, and building envelope details. Manage punch list development, tracking, and completion for all CSA trades. Coordinate final inspections with building officials, fire marshals, and Client representatives. Compile O&M; manuals, warranties, and closeout documentation for CSA systems supporting facility operations and future maintenance.

Commercial Management

Monitor CSA construction costs against budget, analyzing variances and implementing cost control measures. Review contractor payment applications verifying work completion percentages and stored materials. Manage change order process for CSA scope changes including RFI responses, design modifications, field conditions, and Client-requested upgrades.

Evaluate cost impacts, schedule implications, and contractual entitlements. Maintain accurate cost forecasting and provide regular financial reporting.

Required Qualifications

Experience

- 12+ years construction management experience with minimum 5 years in semiconductor, pharmaceutical, data center, or high-tech facility construction

- Proven expertise managing civil, structural, and architectural construction for complex industrial facilities

- Experience with precision construction tolerances, vibration-sensitive structures, and cleanroom architectural systems
