Role Purpose The Procurement Manager will lead end-to-end strategic procurement across three specialised verticals: (1) Solar

PV generation assets, (2) Wind energy generation assets including the full substation hierarchy — Unit Substation

(USS), Grid Substation (GSS), and Pool Substation (PSS) — with associated 2-pole and 4-pole structural systems, and (3) Extra High Voltage (EHV) transmission & grid infrastructure. The incumbent will drive sourcing excellence, vendor development, cost optimisation, and compliance with CEA/CERC standards and internal governance framework.

Key Responsibilities

A. Strategic Procurement & Sourcing

- Develop and execute integrated procurement strategies for solar, wind (USS/GSS/PSS), and EHV infrastructure

— covering equipment, civil works, and O&M; services.
- Lead global and domestic sourcing; evaluate and onboard OEMs, EPC sub-vendors, and Tier-1 suppliers across all three verticals.
- Manage the full tender lifecycle — RFQ/RFP preparation, technical & commercial bid evaluation, techno-

commercial negotiations, and award recommendation.
- Drive CAPEX benchmarking and ensure procurement targets are met within approved project budgets; identify value engineering opportunities.
- Maintain a live vendor rate card and price intelligence database for wind substation equipment, civil structures,

and EHV materials.

B. Wind Energy Substation Procurement — USS / GSS / PSS

This role requires deep expertise in procurement of the complete wind project substation hierarchy:

Unit Substation (USS) → Grid Substation (GSS) → Pool Substation (PSS), along with all associated electrical equipment and structural systems.

B1. Unit Substation (USS) — Wind Turbine Level

- Procure USS (typically 0.69/0.9 kV – 33/66 kV) equipment at each wind turbine generator (WTG) pad: WTG step-up transformers (dry-type or oil-cooled), LV/MV switchgear, and MV vacuum circuit breakers (VCBs).
- Source USS enclosures, structural skids, grounding systems, surge protection devices (SPDs), and LV distribution boards.
- Manage procurement of WTG ring main units (RMUs), cable termination kits, MV cable joints, and inter-array cable systems (33 kV XLPE underground cables).
- Coordinate with WTG OEMs (Vestas, Siemens Gamesa, GE, Suzlon, Envision, Inox) for USS interface specifications and IEC compliance requirements.

B2. Grid Substation (GSS) — Collection Substation Level
- Lead procurement of GSS equipment aggregating power from multiple USS strings, typically operating at 33 kV /

66 kV / 110 kV voltage levels.
- Source GSS power transformers (33/110 kV or 66/132 kV), GIS/AIS switchgear panels, bus bar systems, CTs,

PTs, CVTs, and LA/surge arresters.
- Manage procurement of GSS protection panels (distance relay, differential relay, REF, overcurrent), SCADA

RTUs, and energy metering systems.
- Procure GSS civil works packages: pre-engineered buildings (PEB), transformer oil containment pits, cable trenches, drainage, fencing, and access roads.
- Source GSS auxiliary systems: DC battery chargers, ACDB/DCDB panels, fire detection & suppression systems,

and earthing/lightning protection networks.
- Manage RFQ for GSS-level SCADA, RTU integration with wind farm SCADA (WPS), and telecom/fibre-optic infrastructure.

B3. Pool Substation (PSS) — Central Wind Farm Substation
- Lead procurement of PSS (also referred to as main receiving substation or central pooling substation) equipment operating at 132 kV,



220 kV, or 400 kV levels.
- Source PSS EHV power transformers (132/220/400 kV, autotransformers where applicable), GIS/AIS switchgear bays, bus coupler panels, and tie-line equipment.
- Manage procurement of PSS protection & control (P&C;) panels, numerical relays (line differential, distance,

busbar protection), inter-tripping equipment, and PLCC systems.
- Source PSS metering cubicles, trivector meters (NABL certified), RLDC/SLDC telemetry and SCADA integration equipment.
- Procure PSS civil and structural works: RCC/steel control room buildings, cable trenches, transformer bays, oil containment, boundary walls, and site infrastructure.
- Manage statutory approvals and equipment interface documentation with PGCIL/STU/DISCOM for PSS commissioning and grid synchronisation.

C. Wind Project Civil & Structural Procurement — 2-Pole & 4-Pole Systems

Expertise required in procurement of 2-pole and 4-pole gantry/portal structures used across USS,

GSS, and PSS switchyards for conductor termination, bus support, and equipment mounting.

- Manage procurement of civil foundation works for 2-pole and 4-pole structures: soil investigation, PCC/RCC foundations, stub setting, and backfill.
- Source structural steel from SAIL/TATA/JSW-approved mills; ensure IS 2062 Grade compliance, dimensional tolerances, and hot-dip galvanising as per IS 4759.
- Coordinate structural design review with Civil/Structural Engineering team and ensure procurement aligns with approved GADs (General Arrangement Drawings).
- Manage erection sub-contracts for structural steel work, switchyard civil works, and cabling within USS, GSS,

and PSS boundaries.

D. EHV Transmission & Grid Infrastructure Procurement

- Lead procurement of EHV transmission line materials: ACSR/ACCC/HTLS conductors, ground wires

(OPGW/GW), lattice/tubular towers (2-pole/4-pole/delta), disc/string insulators, and hardware fittings.




- Source EHV cables (132/220/400 kV XLPE), cable accessories (joints, terminations), and cable management systems for underground sections.
- Manage sourcing of PGCIL/STU-grade EHV switchgear: SF6/GIS bays, line isolators, bus isolators, earth switches, and interlocking systems.
- Ensure all EHV equipment meets CEA Technical Standards, IS/IEC 60076/62271/60826, and Grid Code requirements; manage FAT/SAT documentation.
- Liaise with PGCIL, STUs, and DISCOMs for bay allocation, connectivity milestones, and long-lead equipment planning.

E. Solar Equipment Procurement
- Oversee procurement of solar PV modules (mono PERC, TOPCon, Bifacial HJT), string/central/hybrid inverters,

DC cables, mounting structures, and BoP components.
- Source site SCADA, monitoring systems, BESS (Battery Energy Storage Systems), and hybrid integration equipment as required by project scope.
- Ensure ALMM compliance for solar modules and cells; manage vendor qualification under BIS/IEC certification requirements.

G. Contract, Compliance & Governance
- Draft, review, and negotiate procurement contracts (LOIs, MSAs, POs, EPC sub-contracts) in coordination with

Legal & Finance teams.
- Ensure compliance with MNRE, CERC, CEA, and applicable state regulations across all procurement activities.
- Adhere to DoA (Delegation of Authority), procurement governance policies, and internal control frameworks.
- Support statutory, internal, and lender audits including project financing due diligence documentation.

H. Project Coordination & Logistics
- Coordinate with Project Management, Civil & Electrical Engineering, O&M;, and Grid Connectivity teams for integrated material planning and delivery schedules.
- Manage ODC/OWC (Over Dimensional Consignment / Overweight Consignment) transport for large EHV transformers, WTG nacelles, blades, and tower sections.
- Oversee customs clearance for imported equipment, freight management, and last-mile delivery to remote wind/solar sites.
- Maintain a critical path procurement tracker and proactively manage supply chain risks to avoid project delays.

I. Reporting & Analytics
- Deliver procurement MIS dashboards to senior leadership: spend analytics, savings achieved, vendor KPIs,

delivery performance, and USS/GSS/PSS equipment status.

Qualifications & Experience

Educational Qualifications

- B.E./B.Tech in Electrical Engineering — mandatory (essential for EHV and wind substation domains).
- M.E./M.Tech in Power Systems or MBA in Supply Chain / Operations / Finance — preferred.
- Certification in Supply Chain Management (CPSM, CIPS) or Project Management (PMP) is an added advantage.

Work Experience

- 10–12 years of progressive experience in procurement, sourcing, or supply chain management in the power or renewable energy sector.
- Minimum 4–5 years in solar energy procurement (modules, inverters, BoP, SCADA, mounting systems).
- Minimum 3–4 years in wind energy procurement with specific exposure to USS, GSS, and PSS substation equipment and 2-pole / 4-pole structural systems.
- Minimum 3 years in EHV infrastructure procurement (132 kV and above) — substations, transmission lines,

GIS/AIS switchgear, protection systems.
- Prior experience managing procurement budgets of INR 150 Cr+ per annum across multi-technology renewable energy projects.
- Hands-on experience with PGCIL/STU connectivity procedures, SECI/NTPC EPC contracts, and state DISCOM coordination.
