Job Description Manager Procurement (EPC Company)

Position Title

Manager Procurement

Department: SCM

Reports To: Head Procurement

Location: HO

Job Purpose

The Manager Procurement is responsible for leading end-to-end procurement activities for Engineering, Procurement & Construction (EPC) projects, ensuring timely availability of materials, equipment, and services at optimum cost, quality, and delivery terms. The role involves strategic sourcing, vendor management, contract negotiations, procurement planning, and coordination with engineering, project execution, quality, logistics, and finance teams to support project objectives.

Key ResponsibilitiesProcurement Management

- Develop and implement procurement strategies aligned with project requirements and organizational goals.
- Manage procurement of engineering equipment, bulk materials, construction materials, subcontract packages, and services.
- Review Material Requisitions (MR), Technical Bid Evaluations (TBE), and procurement specifications received from engineering teams.
- Ensure timely issuance of RFQs, bid evaluations, negotiations, and placement of Purchase Orders (POs).
- Monitor procurement schedules and expedite critical deliveries to meet project milestones.

Strategic Sourcing & Vendor Management

- Identify, evaluate, and onboard qualified suppliers and contractors.
- Develop long-term relationships with strategic vendors to improve cost competitiveness and reliability.
- Conduct vendor performance assessments and maintain an approved vendor database.
- Lead supplier audits and qualification processes in coordination with QA/QC teams.

Commercial Negotiation & Contracting

- Lead commercial discussions and negotiations to achieve cost savings and favorable contractual terms.
- Finalize pricing, payment terms,



delivery schedules, warranties, liquidated damages, and other commercial conditions.
- Prepare and review procurement contracts, framework agreements, and service contracts.
- Ensure contractual compliance and manage claims, disputes, and change orders.

Project Procurement Planning

- Prepare procurement plans based on project schedules and budgets.
- Coordinate closely with Engineering, Planning, Construction, and Project Management teams.
- Monitor procurement KPIs including cost, delivery performance, procurement cycle time, and supplier performance.
- Identify procurement risks and implement mitigation measures.

Cost Control & Budget Management

- Support project budgeting and cost estimation activities.
- Track procurement expenditures against approved budgets.
- Drive value engineering and cost optimization initiatives.
- Generate savings reports and procurement performance metrics.

Logistics & Expediting

- Coordinate with logistics teams for transportation, customs clearance, and site delivery.
- Monitor manufacturing progress and supplier delivery commitments.
- Resolve supply chain bottlenecks impacting project schedules.

Compliance & Governance

- Ensure procurement activities comply with company policies, ethical standards, and contractual obligations.
- Maintain complete procurement documentation and audit-ready records.
- Ensure adherence to statutory requirements, HSE standards,



and quality requirements.
- Support internal and external audits related to procurement activities.

Team Leadership

- Lead, mentor, and develop procurement engineers, buyers, and procurement specialists.
- Establish performance objectives and conduct periodic evaluations.
- Promote a culture of collaboration, accountability, and continuous improvement.

Key Performance Indicators (KPIs)

- On-time procurement delivery performance.
- Cost savings achieved against budget.
- Procurement cycle time.
- Supplier performance ratings.
- Inventory optimization and material availability.
- Reduction in procurement risks and project delays.
- Contract compliance and dispute resolution effectiveness.

Educational Qualifications

- Bachelor's Degree in Mechanical Engineering, Electrical Engineering, Civil Engineering, Industrial Engineering, or related discipline.
- MBA/Post Graduate Diploma in Supply Chain Management, Operations, or Procurement (preferred).

Experience

- 10–15 years of experience in procurement and supply chain management.
- Minimum 5 years in a managerial role within EPC, Construction, Oil & Gas, Power, Infrastructure, Renewable Energy, Metals & Mining, or Industrial Projects.
- Proven experience in managing large-value procurement contracts and project procurement activities.

Technical Competencies

- EPC procurement lifecycle management.
- Strategic sourcing and supplier management.
- Contract management and commercial negotiations.
- Knowledge of international procurement standards and Incoterms.
- Cost estimation and budget control.
- Material planning and expediting.
- ERP systems (SAP Ariba etc.).
- Advanced Microsoft Excel and procurement analytics.
