Role Purpose: Own state-level government and regulatory relationships for DevCo – opening doors, shaping opportunities and unlocking approvals – so that priority development projects (large wind farms, complex corridors, grid-constrained clusters) move through state systems faster, with better terms and lower policy risk, in line with Regional Development Head priorities. Key Roles & Responsibilities 1.
State Development
Strategy & Opportunity Shaping - Align DevCo's regional plans with the state's policy and investment agenda.
- Track state RE targets, policies, tenders, land/zoning and grid build-out plans; translate them into clear DevCo opportunity themes for the Region; Identify priority districts / corridors / parks in the state where DevCo can build scale
- Feed state insights into Central DevCo, Regional Development Head, and Regional Sales & BD so IA, RO and DO plans are anchored in what the state will actually back. 2.
Senior
Government & Regulatory Relationship Management - Be DevCo's primary relationship owner with the state's senior decision-makers.
- Ensure there is a clear, current relationship map for each priority state – who decides what, influence networks, and preferred engagement channels – usable by Regional and Circle leadership.
- Map and maintain relationships with energy/power/renewables departments, revenue and forest secretaries, nodal agencies, DISCOM/TRANSCO leadership, key district collectors and senior bureaucrats.
- Position DevCo as a credible, long-term partner for the state – through regular briefings, solution-oriented engagement and visible delivery on commitments.
- Policy & Regulatory Unlocks for Priority Projects - Resolve high-stakes issues that sit above circle/site escalation bandwidth.
- For designated priority projects / clusters (large MW, complex RoW, sensitive geographies), lead state-level escalation on land-use, zoning, forest/workplace, aviation or special approvals.
- Pre-wire and support policy relaxations, clarifications or special case handling (e.g., park schemes, zoning clarifications, RoW norms) where standard processes block viable projects.
- Grid Connectivity, Transmission & Infrastructure Enablement - Secure state support for connectivity and evacuation that individual projects can't get alone.
- Build senior relationships with STU / transmission / SLDC leadership in the state; keep a live view of substation plans, corridor constraints and connectivity policies.
- Support DevCo PE team and Circle Heads in securing bay allocations, connectivity approvals, route approvals and right-sizing of evacuation infra for strategic clusters.
- Where grid constraints are structural, co-shape state-level solutions (park connectivity schemes, staged evacuation, coordinated outages) with utilities and DevCo leadership.
- State-Level Partnerships, Programs & MoUs - Shape platforms and frameworks that multiply DevCo's options in the state.
- Lead discussions with the state on framework MoUs, RE park / corridor programs, co-development zones or state-backed land aggregation models, aligned to DevCo guardrails.
- Coordinate with Regional Sales & BD on strategic client or partner platforms where state comfort is a pre-condition (e.g., tripartite models, park-level PPAs).
- Ensure MoUs or frameworks are translated into actionable pathways (tenders, land parcels, connectivity windows) rather than remaining purely symbolic.
- Reputation, Issues Management & Govt Communications - Protect and enhance DevCo's standing with the state.
- Work with Central Corporate Affairs / Communications to maintain a consistent DevCo narrative on investment, employment, local value creation and ESG performance in the state.
- Lead high-stakes issue handling at state level (major protests, RoW disputes, media/political noise) in partnership with Regional Development Head, Legal and CAR.
- Ensure sensitive interactions with ministers, senior bureaucrats and political actors are well-briefed, documented and reflected in DevCo risk registers and engagement plans. 7.
Internal
Interface & Governance - Channel state-level insight and decisions into DevCo's operating system.
- Act as the state single window into government for Regional Development Head and Circle Development Heads – clarifying what is possible, under what conditions and by when.
- Regularly brief DevCo functions on relevant policy changes, informal signals and relationship dynamics that affect site selection, IA, RO and DO decisions.
- Maintain a simple state dashboard: status of priority projects, key escalations, pending decisions, and agreed next interactions with senior officials. (Day-to-day operational follow-up stays with Regional Head, CDH, Site Head etc.; SBD focuses on state-level levers and escalations, not routine file-pushing.)
