Role Overview

We are seeking a highly experienced and skilled Senior Civil Engineer/Construction Manager with 10-15 years of industry expertise, with a minimum of 6+ years leading greenfield government projects. The successful candidate shall possess a deep understanding of civil engineering principles, advanced technical knowledge, and a proven track record of delivering high-quality greenfield projects on time and within budget. The role requires a strategic thinker, problem-solver, and expert in both design and implementation of civil infrastructure within government sector frameworks.

Key Responsibilities

1. PROJECT MANAGEMENT

- Lead the planning, design, and execution of large-scale greenfield government projects from conception through commissioning
- Manage project timelines, budgets, resources, and risks to ensure successful project delivery aligned with government funding cycles and approval gates
- Coordinate with internal teams, government clients, contractors, government authorities, and regulatory bodies at state and central levels
- Lead stakeholder engagement with government departments, municipal corporations, state and central agencies, and local authorities, ensuring seamless navigation of procurement, tendering, statutory approvals,



and regulatory compliance.

1. DESIGN & TECHNICAL EXPERTISE

- Develop detailed engineering designs, drawings, and specifications aligned with government standards, NBC, and sector-specific regulations
- Oversee design reviews, technical calculations, and construction documentation to meet government technical specifications and approval requirements
- Develop comprehensive project plans and schedules with detailed WBS, incorporating government approval timelines and compliance milestones
- Provide expert consultation on geotechnical, structural, hydraulic, environmental, and MEP aspects of greenfield projects
- Lead billing, certifications, and cost control processes to maintain project budgets within government fund releases
- Assess design requirements and MEP solutions provided by consultants with experience in government infrastructure standards
- Budget and estimate base building costs aligned with government market rates and approved project estimates
- Document quality, compliance, and planning aspects required for government audits and project handover

1. QUALITY ASSURANCE

- Implement and monitor quality control measures to ensure compliance with government codes, standards, and client specifications
- Resolve technical issues that arise during project lifecycle, escalating to stakeholders as required.

1. REGULATORY COMPLIANCE & GOVERNMENT APPROVALS

- Ensure all designs and construction activities comply with local, state, central government regulations, and ministry-specific guidelines
- Prepare and submit comprehensive documentation for environmental permits, state approvals, zoning, and central government regulatory clearances

GOVERNMENT STAKEHOLDER RELATIONS

- Communicate effectively with government clients, contractors, and regulatory agencies; provide regular updates aligned with government reporting requirements
- Participate in government-led project review meetings, presentations, and negotiations to ensure alignment with policy objectives and project goals.

Education Qualification

- Bachelor's degree in Civil Engineering or related field (Master's degree preferred)

Core Skillset - Government Sector Emphasis

- Minimum 10+ years direct experience managing large-scale greenfield government projects from planning through completion
- Strong understanding of geotechnical, structural, environmental engineering principles with government application standards
- Demonstrated ability to lead complex government greenfield projects through multiple approval cycles and government funding gates
- Deep familiarity with government codes, standards, regulations (NBC, Fire Norms, Ministry guidelines, state-specific mandates)
- Excellent leadership, communication, and problem-solving skills with proven track record managing multi-agency government teams

Desired Skills

- Expertise in government infrastructure project delivery models, tender compliance, and public sector procurement protocols
- Experience with government budgeting cycles, fund releases, and financial management within public sector frameworks
- Proven success navigating government approvals, environmental clearances, and multi-ministry coordination
