About the Organization:Swaniti Initiative is a fourteen-year-old social enterprise that is working at the intersection of climate, governance and last mile delivery. We believe that while the willingness and resources exist, there are fundamental gaps in the execution within communities that is the biggest crisis in the climate movement. Swaniti works with subnational governments to conduct microplanning exercises in consultation with communities and key stakeholders, provides technical assistance to subnational governments toward implementation and supports in monitoring and delivery of programs. A significant focus of our work within climate and governance is on preparing the private sector and communities for energy transition.About the Role:The Senior Associate for Policy Engagement will independently drivestrategic outreach to Hon'ble Members of Parliament (MPs) and other relevantstakeholders, taking ownership of research, sectoral insights, and legislativesupport across Swaniti's core areas, including climate action, socialprotection, livelihood development, and industrial decarbonization initiatives.The role will focus on engaging stakeholders on diverse policy issues throughresearch, convenings, and the facilitation of knowledge exchange acrosssectors. The incumbent must have 2–4years of demonstrated experience in research and stakeholder outreach relatedto climate change, environmental regulations, decarbonisation or allied issues.Key Responsibilities: 1. Research& Legislative Support:Independently conduct and strategically design research on policyissues, world affairs, and government schemes based on different sectoralissues for Hon'ble MPsDevelop expert briefings, policy insights, and legislative supportdocuments based on MPs' specific requestsContribute to drafting of proposals and budgetsProvide background research for parliamentary interventions,bills, and standing committee meetingsProactively identify critical policy gaps and independentlydevelop intervention proposals for at constituency and national levelsHigh level understanding of geopolitics, climate change, socialprotection systems, livelihood policies, industrial policy frameworks includingdecarbonization pathways, and their interconnected impacts on developmentoutcomesThorough understanding of mandates across multiple domainsincluding social welfare legislation, environmental regulations, industrialpolicy frameworks and climate legislation.Take initiative to monitor and analyse parliamentary bestpractices in key areas of Swaniti's work, particularly climate legislation,social protection frameworks,



and industrial policy developments in relevantcountries, with specific attention to Global South experiences2. Stakeholder Engagement:Independently manage and strategically develop outreach toParliamentarians in India and abroadEngage with diverse stakeholders including government bodies,think tanks, civil society, corporate CSR wings, industry associations(particularly in sectors relevant to decarbonization such as steel, cement,textiles), grassroots organizations, and climate finance institutionsContribute to drafting of high-level notes for public events andworkshops on strategic topics including social protection, livelihooddevelopment, climate adaptation, air quality, and emerging areas such as justtransition and industrial decarbonization strategiesTake ownership of and independently coordinate end-to-end publicfacing events· 3. Documentation & Reporting:Independently prepare andstrategically develop comprehensive reports, policy briefs, and knowledgeproducts on issues spanning social protection, livelihood development, climatepolicy, air quality management, and emerging topics including energy transitionand industrial sustainability measuresDocument policyrecommendations, administrative reports, and success stories for largerdisseminationComply with all theinternal reporting requirementsLead and drive communication initiatives· 4. Administrative: Independently managevendor coordination for procurement of goods and servicesNegotiate with vendors formaximum valueManage payment cycle ofvendors and stakeholders for timely release of paymentProactively coordinate andmanage cross-vertical project and administrative initiativesCoordinateacross verticals for project and administrative purposesRequirementsQualifications & Skills Required:Education: Postgraduate degree in Economics, Environmental Law/Science, Public Policy, Political Science, Law, Development Studies or any related field Experience: 2–4 years of demonstrated experience in research and stakeholder outreach related to climate change, environmental regulations,



decarbonisation or allied issues.Skills:Advanced research and strategic interpretation skills with ability to work independentlyDemonstrated ability to independently analyze and translate complex policy issues into transparent, actionable insights for Hon'ble MPs and stakeholdersExcellent communication and interpersonal skills to engage with a wide range of stakeholders.Understanding of the structure and functioning of Union and State governments, particularly departments related to development, social protection, environment, energy, and emerging areas such as industrial policy and climate actionKnowledgeof parliamentary processes, including standing committee reports acrossrelevant sectors (development, environment, energy, industry), legislativeprocedures, budget analysis, and parliamentary mechanisms for policy oversightand accountabilityMandatory Attributes:Availability to cater topublic representatives on legislative and policy mattersDemonstrated understandingof multisectoral policy issues including climate change, sustainability, socialprotection systems, livelihood development, and complementary areas such asindustrial decarbonization and energy transition planningSelf-directed ability toindependently produce high quality work in quick turnaround time while managingmultiple prioritiesUnderstanding anddemonstrated ability to use qualitative and quantitative software for policyanalysis, including statistical packages, data visualization tools, andemerging analytical tools for climate and energy policy assessmentAbility to work on largedatasets to maintain internal project management toolsFundamental understandingof project managementAdvanced level politicalintelligence across Swaniti's focus areas, including understanding ofstakeholder dynamics in social protection, livelihood policies, environmentalgovernance, and emerging areas such as industrial policy and energy transitionpoliticsAdditional desired technical competencies:StatisticalAnalysis & Data Visualization - Excel, Tableau/PowerBI, R/SPSSDigitalCommunication Tools - Projectmanagement, webinar platforms, collaboration toolsIntermediateunderstanding of industrial processes and decarbonization pathways inhard-to-abate sectorsFamiliaritywith climate finance mechanisms and their application to MSMEsKnowledgeof just transition frameworks and their implementation challengesPlease note that the role at times expects availability onweekends and holidays to cater efficiently to the stakeholders as and whenrequired. Candidates with 2-3 years of relevant experience in policy research,public policy, or legislative support will be considered for the position ofSenior Associate, whereas candidates with more than 3 years of experience willbe considered for Assistant Manager.
