About the Role
Infracon Ltd. is seeking an experienced and result-oriented Head – Cost Estimation to
lead the Estimation & Tendering function for EPC, Oil & Gas, Mechanical Construction,
Piping, Fabrication, Shutdown, and Maintenance Projects. The incumbent will be
responsible for developing accurate project cost estimates, driving competitive bid
strategies, ensuring commercial viability of projects, and supporting business growth
through successful tender participation.
The role demands robust technical, commercial, and leadership capabilities with a proven
track record in managing high-value industrial project estimations and tender submissions.

Key Result Areas (KRAs)
1. Estimation & Cost Engineering
 Lead the preparation of detailed cost estimates for EPC, Piping Fabrication, Piping
Erection, Structure Fabrication, Structure Erection, Equipment Erection, Electrical,
Instrumentation, Civil, Insulation, Painting, mechanical construction, and
maintenance (ARC) projects.
 Review tender documents, technical specifications, drawings, BOQs, and client
requirements to establish accurate project costing.
 Develop comprehensive estimates covering materials, manpower, equipment,
subcontracting, logistics, overheads, and contingencies.
 Ensure accuracy and completeness of quantity take-offs from engineering drawings
and project documents.
2. Tendering & Proposal Management
 Manage end-to-end tendering activities from bid evaluation to final submission.
 Develop competitive pricing strategies while maintaining targeted profit margins.
 Coordinate with internal stakeholders to prepare techno-commercial proposals.
 Ensure timely submission of bids in compliance with client and organizational
requirements.

Commercial Evaluation & Risk Assessment
 Conduct commercial and technical evaluations of project opportunities.
 Identify project risks, assumptions, exclusions, and mitigation measures during the
bidding stage.
 Analyze contract conditions and commercial terms to assess project feasibility and
profitability.
 Recommend pricing decisions based on market intelligence and business objectives.
4. Vendor & Subcontractor Management
 Obtain and evaluate quotations from vendors and subcontractors.
 Prepare comparative statements and recommend optimum sourcing strategies.
 Develop and maintain a reliable vendor and subcontractor database.
5. Cost Optimization & Value Engineering
 Identify opportunities for cost reduction and value engineering without
compromising project quality and safety.
 Establish estimation benchmarks, productivity norms, and cost databases for
continuous improvement.
 Support management in strategic cost planning and budget forecasting.
 Evaluate potential risks and incorporate necessary financial contingencies into the
final cost.
6. Team Leadership & Process Improvement
 Lead, mentor, and develop the estimation and proposal team.
 Establish standard operating procedures and estimation methodologies.
 Drive continuous improvement initiatives to enhance estimation accuracy and
efficiency.
 Ensure knowledge management and retention of historical project cost data.

Key Responsibilities
 Review RFQs, tender documents, drawings, and specifications.
 Prepare detailed project estimates and bid cost sheets.
 Coordinate with Engineering, Procurement, Construction, Planning, and Finance
teams for bid inputs.
 Participate in pre-bid meetings, technical clarifications, and client discussions.
 Support contract negotiations and bid finalization activities.
 Monitor market trends, material prices, labor rates, and industry benchmarks.
 Maintain estimation tools, databases, and productivity records.




 Present bid summaries and commercial recommendations to senior management.

Candidate Profile
 B.E./B.Tech in Mechanical Engineering from a recognized institution.
 12–15 years of relevant experience in Cost Estimation, Tendering, Proposal
Engineering, or Commercial functions within EPC, Oil & Gas, Petrochemical, Refinery,
Power, or Industrial Construction sectors.
 Minimum 5 years of experience in a leadership role managing estimation teams.
 Strong understanding of project execution methodologies, cost structures, and
industrial construction practices.
 Proficiency in MS Excel, ERP systems, estimation software, and commercial
evaluation tools.
 Demonstrated experience in handling large-value EPC and industrial project tenders.
