We are seeking a highly experienced Oracle Fusion Payroll Functional Consultant with strong hands-on expertise in Oracle Fusion HCM Payroll, specifically supporting Middle East and US payroll operations. The consultant will be responsible for end-to-end payroll implementation, configuration, support, and compliance across multiple geographies.

Key Responsibilities

Payroll Functional Responsibilities

- Lead Oracle Fusion Payroll implementations and support engagements.
- Configure and support US Payroll including:
- Federal, State, and Local taxation
- W-2, W-4, 1099 processing
- Garnishments, involuntary deductions, and year-end processing

- Configure and support Middle East Payroll including:

- Country-specific payroll rules (UAE, KSA, Qatar, Oman, etc.)
- End-of-Service Benefits (EOSB / Gratuity)
- Social insurance (GOSI, PIFSS, etc.)
- Local allowances and statutory deductions

- Manage payroll elements, balances, fast formulas, and costing.
- Configure payroll calendars, consolidation groups, and payroll flows.
- Handle retro pay, absences integration, and payroll adjustments.
- Support payroll costing and integration with Oracle Fusion Financials (GL).
- Ensure compliance with local statutory, tax, and labor regulations.
- Support month-end, quarter-end, and year-end payroll processes.

Implementation & Support Activities

- Conduct requirements gathering, gap analysis, and solution design.
- Prepare and maintain functional design documents (FDD), configuration workbooks, and SOPs.
- Execute and support CRP, SIT, UAT, and payroll parallel runs.




- Lead data migration and validation from legacy payroll systems.
- Provide post-go-live support and payroll issue resolution.
- Support Fusion quarterly upgrades and regression testing.

Reporting & Integrations

- Develop and support OTBI and BI Publisher payroll reports.
- Support integrations with:
- Time & Labor
- Absence Management
- Benefits
- Third-party payroll vendors and tax engines

- Ensure accurate payroll reconciliations and audits.

Required Skills & Qualifications

Mandatory Skills

- 10+ years of overall payroll experience with strong Oracle Fusion Payroll exposure.
- Proven hands-on experience in US Payroll and Middle East Payroll.
- Strong knowledge of US payroll taxation and compliance.
- Strong understanding of Middle East payroll statutory rules and EOSB.
- Experience with Fast Formulas, Payroll Elements, Balances, and Costing.
- Experience integrating payroll with GL and Financials.

Good to Have

- Experience with Oracle Fusion Time & Labor, Absence, and Benefits.
- Exposure to multi-country payroll implementations.
- Oracle Fusion HCM Payroll certification.
- Experience migrating from Oracle EBS / PeopleSoft / third-party payroll systems.

Soft Skills

- Excellent communication and client-facing skills.
- Ability to lead payroll discussions and workshops.
- Strong analytical and problem-solving skills.
- Ability to work independently in a quick-paced, global environment.

Education

- Masters degree in HR, Finance, Accounting, or equivalent.
- Payroll or Oracle HCM certifications are an added advantage.
