Job Summary

The Quantity Estimation & Billing Engineer / Quantity Surveyor is responsible for preparing detailed cost estimates, Bills of Quantities (BOQs), tender documentation, project billing, quantity take-offs, and cost control throughout the project lifecycle. The role ensures accurate budgeting, timely client and subcontractor billing, contract compliance, and effective commercial management of construction projects.

Key Responsibilities

Estimation & Costing

- Prepare detailed quantity take-offs from architectural, structural, and MEP drawings.
- Develop accurate cost estimates for residential, commercial, industrial, and infrastructure projects.
- Analyze drawings, specifications, and project requirements to determine material, labor, and equipment costs.
- Prepare rate analysis for various construction activities.
- Obtain and evaluate quotations from suppliers and subcontractors.
- Maintain updated databases of material and labor costs.

Bill of Quantities (BOQ)

- Prepare comprehensive BOQs based on project drawings and specifications.
- Verify quantities and measurements before tender submission.
- Revise and update BOQs according to design modifications and client requirements.
- Ensure BOQs comply with relevant standards and contract documents.

Tendering & Procurement

- Prepare tender documents, bid estimates, and commercial proposals.
- Review tender drawings, specifications, and contractual conditions.
- Coordinate with procurement teams for vendor and subcontractor selection.
- Perform comparative analysis of supplier and subcontractor quotations.
- Support contract negotiations and award recommendations.

Billing & Measurement

- Prepare client RA (Running Account) bills and final bills.




- Verify work measurements and maintain measurement sheets.
- Prepare subcontractor bills and certify work completed.
- Monitor billing progress against project milestones.
- Coordinate with site engineers for quantity verification and billing approvals.

Cost Control

- Monitor project budgets and actual expenditures.
- Track cost variations, change orders, and additional work.
- Prepare cost reports and variance analyses.
- Identify opportunities for cost optimization without compromising quality.

Contract Administration

- Review contract documents, BOQs, and technical specifications.
- Prepare and evaluate variation orders and claims.
- Ensure compliance with contractual terms and payment conditions.
- Maintain documentation related to contracts, correspondence, and commercial records.

Documentation & Reporting

- Prepare daily, weekly, and monthly commercial reports.
- Maintain records of estimates, BOQs, bills, tender submissions, and project costs.
- Coordinate with project managers, consultants, clients, and finance teams.
- Support project audits and documentation requirements.

Required Qualifications

- Bachelor's Degree or Diploma in Civil Engineering, Construction Management, Quantity Surveying, or a related discipline.
- 28+ years of experience in estimation, billing, quantity surveying, or commercial management (experience requirement may vary by organization).

Software Proficiency

- AutoCAD
- Microsoft Excel (Advanced)
- Microsoft Office Suite
- MS Project (preferred)
- Primavera P6 (preferred)
- CostX / PlanSwift / Bluebeam Revu (preferred)
- ERP systems such as SAP, Oracle, or equivalent (preferred)

Preferred Knowledge

- Quantity surveying principles.
- Construction contracts (FIDIC or equivalent).
- Building codes and industry standards.
- Material procurement processes.
- Project planning and scheduling.
- Cost management and value engineering.

- Compliance with contractual and project requirements.

Work Environment

- Office-based with regular site visits.
- Coordination with project teams, consultants, clients, subcontractors, and suppliers.
- May require travel between project locations.
