A) Role & responsibilities

- Environmental Compliance: Ensure adherence to the World Banks ESF and ESSA provisions and national/state environmental regulations across all project activities, and ensure incorporation of relevant E&S; clauses into procurement documents and contracts, with compliance by contractors, consultants, and sub-contractors
- Implementation of Environmental Action Plans: Drive execution of the environmental components of the Program Action Plan (PAP), ESCP, Labour Management Plan (LMP) and OHS Plan; update and implement the Stakeholder Engagement Plan and adopt measures for waste management, pollution prevention, road-safety and SEA/SH prevention
- Risk Screening and Mitigation: Lead the use of environmental screening checklists, ensure exclusion of high-risk activities, guide mitigation measures, and administer periodic reviews
- Grievance Redressal: Establish a transparent, accessible, and survivor-centred grievance redressal mechanism, and publish annual summaries of grievance handling and resolution
- Capacity Building: Prepare and implement capacity-building measures and trainings for PMU staff, stakeholders and project workers on environmental and social assessment, OHS, and grievance redressal
- Monitoring, Reporting and Advisory Support: Conduct regular field reviews, provide technical guidance,



and submit monitoring reports on the E&S; performance of the project to the World Bank and HCAPSD Project Lead; implement corrective action plans where required

B) Preferred candidate profile

- High-performing individual with a strong academic background and a consistent track record of excellence in relevant work experience
- Strong understanding of environment, labour and public-safety frameworks and regulations of the World Bank and national/state governments
- Detail-oriented with strong documentation and process adherence
- Excellent communication skills, with the ability to simplify complex ideas and engage effectively with both internal teams and senior government stakeholders verbally and in writing
- Excellent analytical, documentation, negotiation and stakeholder-engagement skills

C) Education

Masters degree in Environmental Sciences, or Bachelors degree in Civil/Environmental Engineering, from a recognized University or Qualified Institution recognized by Government.

D) Experience

Minimum 5 years in environmental management, preferably with specialization in environmental impact assessment; expertise in national environmental laws and clearance processes; familiarity with World Bank/ADB environmental safeguard policies. Prior experience in the environment vertical of multilaterally financed projects will be given preference.
