A. Key Roles & Responsibilities

- Procurement Planning Support: Assist in drafting procurement plans, Terms of Reference (TORs), Requests for Proposal (RFPs), and vendor selection criteria in accordance with the World Bank Procurement Regulations for IPF Borrowers and the provisions of the PPSD and procurement plan
- Bid Process Management: Coordinate end-to-end procurement processes for Works, Goods, Non-Consulting and Consulting Services, including preparation of tender documents, floating tenders through the e-procurement system, organising pre-bid conferences, compiling responses to bidders queries, ensuring timely evaluation and clearances, and monitoring contract management activities.
- Contract Management: Prepare contract agreements and procurement documents for consulting services/consultants, summaries of technical proposals, and perform analytical work pertaining to procurement functions.
- Compliance and Documentation: Ensure adherence to public procurement rules, lending-partner guidelines, internal protocols and anti-corruption compliance; maintain well-documented procurement records.
- Vendor Coordination: Liaise with vendors for clarifications, performance tracking, and timely delivery; support contract management and payment processing.
- Issue Resolution: Convene meetings regularly to allow early identification and resolution of bottleneck issues.
- Audit Management: Systematically maintain procurement-related documents for audit/review by the World Bank and internal/external auditors.
- Progress Monitoring:



Furnish a monthly progress report to the Project Lead covering activities planned, progress towards targets, and results of targeted activities.
- Systems and Process Strengthening: Contribute to the development of procurement SOPs, contract management tools, templates, trackers, and knowledge products to improve transparency and efficiency.

B. Desired Competencies

- High-performing individual with a strong academic background and a consistent track record of excellence in relevant work experience
- Sound understanding of the principles underlying good public procurement procedures, e-procurement platforms (e.g., GeM), and practices
- Working knowledge of various types of contracts (item rate, lumpsum, framework agreement, etc.) and e-procurement systems for online tendering
- Relevant experience in World Bank, ADB and other externally aided projects will be an added advantage
- Detail-oriented with solid documentation and process adherence
- Excellent analytical, documentation, and stakeholder-engagement skills

C. Qualification Criteria : Chartered Accountant (CA) with a full-time Bachelors degree from a recognised University or Professional Institution recognised by Government in economics, commerce, procurement, management, finance or engineering.

D. Experience Criteria: Minimum 7 years in public procurement; knowledge of Government procurement rules (General Financial Rules, e-procurement/GeM, etc.) or international procurement guidelines (World Bank/ADB).
