Job Summary

We are seeking an experienced Oracle Fusion HCM Global Payroll Functional Consultant to lead the implementation, configuration, support, and optimization of Oracle Fusion Global Payroll solutions across multiple countries. The ideal candidate will possess strong functional expertise in Oracle Fusion Payroll, a solid understanding of payroll legislation and compliance, and proven experience working with HR, Finance, technical teams, and third-party payroll providers to deliver accurate and compliant payroll solutions.

Key Responsibilities

Oracle Fusion Payroll Implementation & Configuration

Implement, configure, and support Oracle Fusion Global Payroll for multi-country payroll environments.

Configure Payroll Statutory Units (PSUs), payroll definitions, elements, balances, calculation rules, and payroll relationships.

Configure earnings, deductions, allowances, overtime, retro pay, recurring and non-recurring payroll elements.

Maintain payroll calendars, costing structures, payment methods, and consolidation groups.

Payroll Processing & Support

Support end-to-end payroll processing, including:

Pre-payroll validation

Payroll execution and recalculations

Retro-pay processing

Payroll reconciliation and balance validation

Investigate and resolve payroll processing issues, balance discrepancies, and costing errors.

Support payroll cutover activities, parallel payroll runs, and post-go-live stabilization.

Statutory Compliance

Configure and maintain country-specific statutory payroll requirements, including tax regulations, social insurance, gratuity/end-of-service benefits, and other legislative requirements.





Ensure payroll compliance with local labor laws, internal controls, and audit requirements.

Support statutory reporting and year-end payroll activities.

Integrations & Interfaces

Support payroll integrations with

Third-party payroll providers (such as Ramco and other local payroll engines)

Finance and General Ledger systems

Banking and payment interfaces

Support inbound and outbound integrations using Oracle HDL, HCM Extracts, and payroll interface solutions.

Security & Governance

Configure payroll security roles and data access.

Ensure compliance with data privacy standards, including secure handling of payroll and employee information.

Support audit activities, payroll controls, and segregation of duties.

Testing & Documentation

Prepare functional design documents, payroll configuration documents, and process documentation.

Develop payroll test scenarios and support System Integration Testing (SIT) and User Acceptance Testing (UAT).

Assist with production deployments and quarterly Oracle release validations.

Stakeholder Management

Collaborate with HR, Finance, IT, Information Security, and external payroll vendors.

Provide functional expertise and ongoing support throughout payroll cycles.





Participate in payroll transformation initiatives and continuous process improvement activities.

Required Skills & Experience

6+ years of experience in Oracle Payroll (Oracle Fusion and/or Oracle E-Business Suite).

Solid hands-on experience implementing and supporting Oracle Fusion Global Payroll.

Experience with multi-country payroll implementations, preferably across the Middle East and Africa.

Strong understanding of payroll concepts, statutory compliance, payroll controls, and payroll accounting.

Hands-on experience with:

Oracle HDL

Payroll balances

Costing

HCM Extracts

Payroll integrations

Experience integrating Oracle Payroll with third-party payroll providers and ERP/Finance systems.

Strong analytical, troubleshooting, and reconciliation skills.

Excellent communication, documentation, and stakeholder management abilities.

Experience with Oracle Redwood UI and Oracle quarterly release updates is an advantage.

Exposure to payroll transformation, audit, and compliance initiatives is preferred.

Preferred Experience

Oracle Fusion HCM Global Payroll implementation projects.

Payroll implementations across UAE, KSA, Egypt, Jordan, and other Middle East or African countries.

Experience working with global payroll operations and shared services environments.

Knowledge of payroll governance, compliance, and process optimization.

Education

Bachelor's degree in Computer Science, Information Technology, Human Resources, Business Administration, or a related discipline.

Oracle Fusion HCM Payroll certification is preferred.
