Role & responsibilities
1. Estimation Accuracy & Cost Engineering - Drive estimation accuracy within an acceptable variance band (typically 23%) between
estimated cost and final executed cost. - Develop and maintain a robust cost database covering MEP equipment, materials, labour
productivity norms, and subcontracting rates. - Apply first-principle costing, benchmarking, and historical cost analytics to ensure precision in
BOQ pricing and lump-sum bids. - Establish KPIs for estimation accuracy and publish periodic variance reports comparing
estimated vs. actual project costs.
2. Hit Ratio & Conversion Ratio Management - Own and improve the Bid Hit Ratio (tenders won vs. tenders submitted) and Conversion Ratio
(qualified opportunities converted into orders). - Analyze lost bids through structured win/loss reviews and feed learnings back into pricing
strategy. - Collaborate with BD to focus on high-probability, high-margin opportunities rather than
volume-based bidding.
3. Tender Timelines & Bid Management - Ensure strict adherence to tender submission timelines with zero missed deadlines. - Prepare detailed bid schedules, allocate responsibilities, and track milestones from RFP
receipt to submission. - Coordinate site visits, pre-bid meetings, technical clarifications, and bid bond / EMD
arrangements. - Manage parallel bidding pipelines without compromising quality or due diligence.
4. Estimation Review & Governance - Chair internal estimation review meetings with leadership before final bid submission. - Present cost build-up, assumptions, exclusions, qualifications, and competitive positioning to
management. - Implement multi-tier review gates (peer review, technical review, commercial review,
management review). - Maintain auditable estimation files with complete traceability of rates, vendor quotes, and
calculation logic.
5. Risk Assessment & Contingency Planning - Identify, quantify, and price project-specific risks scope, schedule, escalation, FX,
contractual, geographical, and execution risks.
- Build a structured risk register for each tender and allocate appropriate contingency provisions
(price contingency, escalation contingency, risk contingency). - Evaluate liquidated damages, performance guarantees, retention clauses, and payment
milestones to recommend pricing buffers. - Highlight deal-breaker clauses and recommend qualifications/deviations to commercial and
legal teams.
6. Coordination with Business Development (BD) - Partner closely with the BD team to evaluate prospects, qualify opportunities, and shape
go/no-go decisions. - Support client meetings, techno-commercial negotiations, and post-bid clarifications. - Provide cost intelligence to BD for early-stage budgetary estimates and client conceptual
pricing.
7. Coordination with Procurement & Supply Chain - Work jointly with the Purchase / Procurement team to obtain competitive vendor and
subcontractor quotations. - Validate vendor pricing against market benchmarks and historical buyouts. - Build long-term cost intelligence on key MEP OEMs (HVAC, electrical panels, fire-fighting,
plumbing, BMS, ELV) and substation equipment vendors.
- Ensure smooth handover of approved vendor lists and cost basis to procurement post-award.
8. Problem-Solving & Value Engineering - Apply a structured problem-solving approach to resolve estimation challenges — incomplete
scope, missing drawings, ambiguous specifications, aggressive deadlines. - Drive Value Engineering (VE) initiatives during tender stage to offer cost-optimized alternatives
without compromising technical compliance. - Propose make-vs-buy decisions, alternative materials, and cutting-edge execution
methodologies to improve competitiveness.
9.
Cross-Functional Coordination - Interface seamlessly with Engineering / Design teams for technical inputs, load calculations,
and quantity take-offs. - Coordinate with Project Execution / Planning for productivity norms, equipment deployment,
and indirect cost estimation. - Align with Finance for cash flow projections, working capital requirements, and pricing levers
(tax, duties, escalation). - Liaise with Legal & Contracts on contractual risk pricing.
10. Team Leadership & Capability Building - Lead, mentor, and develop a multi-disciplinary estimation team (MEP, civil, electrical,
instrumentation). - Define team structure, roles, and competency framework. - Drive training programs on estimation software (Candy, CostX, Cubit, Primavera, MS Project,
AutoCAD-based take-off tools). - Foster a culture of accountability, accuracy, and continuous improvement.
11. Process & Systems Improvement - Standardize estimation templates, checklists, and SOPs across the organization. - Drive digitization of estimation processes — BIM-based quantity take-off, automated rate
analysis, AI-enabled cost prediction. - Build and maintain a centralized knowledge management system for past tenders, won/lost
analytics, and benchmark databases.
Preferred candidate profile
- Minimum 20 years of progressive experience in EPC contracting, with at least 8–10 years in a
leadership estimation role. - Strong domain expertise in MEP systems — HVAC, electrical, plumbing, fire-fighting, ELV, BMS
for commercial, industrial, infrastructure, data centre, healthcare, or hospitality projects.
Added Advantage: - Knowledge of Substation works — up to 33/66/132/220 kV systems, switchyards,
transformers, GIS/AIS, cabling. - Certifications in AACE (CEP / CCP), RICS, PMP, or Primavera will be an added advantage. - Exposure to Civil & Structural estimation for integrated EPC bids. - Proven track record of estimating and winning projects in the range of 50 Cr to 1,000+ Cr (or
equivalent).
