Job Purpose The HR & Administration Manager will oversee end-to-end plant HR operations, facility administration, and strictly enforce statutory and legal factory compliance at the Daman manufacturing facility. The ideal candidate will act as a bridge between factory operations, employees, corporate HR, and local labor government authorities to ensure smooth, compliant, and productive plant operations.
Key Responsibilities
- Factory Statutory & Labor Compliance (Core Responsibility)
- Ensure 100% adherence to the Factories Act, 1948, Daman & Diu Factory Rules, and local labor legislation.
- Manage full statutory compliance.
- Prepare, maintain, and audit all mandatory registers (Form 12, Muster Roll, Wage Registers, Accident Registers, etc.).
- Handle periodic returns (monthly, quarterly, annual) and submit them to relevant government departments on time.
- Coordinate with Labor Commissioners, Factory Inspectors, Pollution Control Board (DCC), Fire Authorities, and external legal consultants.
- Oversee third-party/contractor labor compliance, verifying contractor licenses, wage payouts, PF/ESIC deposits, and monthly compliance certificates before bill clearance.
- Plant HR Operations , Payroll & Employee Relations
- Manage end-to-end plant recruitment for shop floor workers, technical staff, line supervisors, and managerial staff in Daman.
- Oversee timekeeping, shift management, attendance tracking, overtime calculations, and monthly payroll processing for plant personnel.
- Drive employee engagement, grievance handling, and resolve workplace disputes on the shop floor to maintain industrial peace.
Job Expectations
- Conduct plant induction, safety training, SOP orientation,
and skill development programs.
- Handle disciplinary actions, domestic inquiries, show-cause notices, charge sheets, and counseling in line with standing orders and labor laws.
- To handle payroll in HRMS ( Sensys) software.
- Factory Administration & Facilities Management
- Oversee day-to-day administration of the factory campus (security, housekeeping, canteen, transportation, pest control, and scrap handling).
- Maintain plant health, safety, and hygiene standards (EHS) in coordination with safety officers and shop floor teams.
- Ensure renewal of factory licenses, trade licenses, fire NOCs, environmental consents (CTO/CTE), and utility connections.
- Supervise security team operations, material inward/outward gate passes, and inventory security protocols.
- Manage vendor contracts, negotiate service terms, and verify monthly admin vendor invoices.
Qualifications & Key Requirements
- Education: MBA / MSW / Master's degree in Human Resource Management or Personnel Management & Industrial Relations (PM&IR;). A Law degree (LL.B.) is an added advantage.
- Experience: 8–12 years of hands-on experience in Plant HR & Administration within a manufacturing workplace (Furniture, Woodworking, Interior Joinery, Textiles, Plastics, or Engineering plant experience preferred).
- Location Preference: Candidates residing in or willing to relocate to Daman.
Skills & Competencies
- Statutory Expertise: Deep working knowledge of local Daman factory acts, statutory return submissions, and audit handling.
- Liaisoning: Strong network and experience liaising with local authorities, police, labor boards, and municipal bodies in Daman/Vapi.
- Software Proficiency: Hands-on experience with HRMS, biometric attendance software, MS Excel, and statutory compliance portals.
- Languages: Fluency in English, Hindi, and Gujarati (crucial for local worker/labor communication)
