An Import & Customs Liaison Manager oversees international trade logistics while serving as the primary point of contact for government authorities, customs brokers, and border agencies.

With 5 years of experience, this professional ensures that all incoming shipments explicit customs smoothly by managing regulatory compliance and directly handling disputes, audits, and official inspections.

Government Liaison & Customs Handling Responsibilities

- Direct Liaisoning: Act as the primary corporate representative to address queries raised by Customs Officers, Appraising Officers, and Port Authorities.
- Dispute Resolution: Defend and justify product classifications, valuations, and duty exemptions during physical cargo examinations or desk audits.
- Relationship Management: Maintain professional networks with Liaison Officers, clearing agents, and Partner Government Agencies (PGAs) to expedite delayed shipments.
- Refunds & Drawbacks: File, track, and clear claims for customs duty drawbacks, refunds, and bank guarantee releases with government treasuries.
- Statutory Appeals: Prepare technical responses, legal scripts, and documentation for regular customs audits or investigative summons.

Core Import & Compliance Management

- HTS Classification: Verify accurate Harmonized Tariff Schedule (HTS) codes and valuation methods to eliminate underpayment penalties or overpayment leaks.




- Documentation Audit: Audit critical import files including Bills of Lading, Commercial Invoices, Certificates of Origin, and Bills of Entry before submission.
- Licence Procurement: Coordinate with commerce ministries to secure import licences, quotas, and special category permits for restricted goods.
- Incoterms Control: Enforce strict alignment with Incoterms 2020 rules to precisely map corporate risk and freight liability limits.

Key Qualifications & Technical Skills

- Customs Expertise: Exhaustive, working knowledge of local Customs Acts, foreign trade policies, and cross-border valuation rules.
- Liaison Skills: Exceptional negotiation and verbal advocacy skills to navigate bureaucratic bottlenecks and high-pressure audits.
- Software Competence: Daily proficiency in national customs portals (such as ICEGATE in India or ACE/Automated Commercial Environment in the US) and ERP systems like SAP GTS.
- Experience: 5 years in international trade, containing at least 2–3 years of direct, face-to-face interaction with customs authorities.
- Preferred Credentials: A Licensed Customs Broker (LCB) certificate or equivalent national customs clearing qualification is highly valued.
