Position summary
The Analyst will have administrative and functional reporting to State Manager and technical reporting to Associate at the national level. They will play a critical role in supporting the effective implementation and continuous improvement of project activities, through robust monitoring, evaluation and learning practices. This position is responsible for ensuring adherence to the project's ME framework, processes and tools to track progress, measure outcomes, and generate insights for strategic decision-making. The Analyst will work closely with program teams, government stakeholders, and implementing partners to ensure systematic data collection, analysis and reporting. The role includes designing and deploying user-friendly ME tools, maintaining high-quality project databases, preparing monthly performance reports and supporting evaluations and field validations. The incumbent will also contribute to capacity-building efforts at multiple administrative levels, helping to strengthen local systems for routine monitoring and supervision. WJCF is seeking a highly motivated, results-oriented individual with demonstrated leadership skills and outstanding analytical skills. The Analyst will work closely with State Manager National ME team to support activities in the project. The ideal candidate must have excellent communications skills, solid analytical skills, be able to independently drive engagement with key implementation partners and handle large scale project data.

Responsibilities
1. Routine Programme ME
- Operationalise ME frameworks, tools, and protocols designed by the National ME team, adapting them for state-level implementation contexts
- Ensure compliance with the project ME framework, processes and tools to track progress and outcomes at state level
- Support implementation teams in aligning activities with work plans and monitoring framework
- Maintain folder and repository structures for all programme data, tools, and documentation in line with programme goals; ensure version control and access discipline across state and district teams
2. Data Systems and Pipeline Management
- Develop working familiarity with government data systems including Nikshay registers; understand their structure, limitations, and analytical use
- Build, maintain, and debug semi-automated and automated data pipelines for processing government programme data exports into analysis-ready formats
- Conduct regular data cleaning, structuring, and quality checks on government programme data, which is often incomplete, inconsistently formatted, or structured for administrative rather than analytical purposes
- Maintain accurate high-quality project monitoring databases and ensure timely updates
