Key Responsibilities
Engineering Leadership & Strategy
- Lead
NSDC's Engineering & Delivery function, providing strategic direction
for software engineering, platform engineering, site reliability
engineering (SRE), DevSecOps, quality engineering, and enterprise
application delivery.
- Establish
engineering strategies, standards, and governance frameworks that deliver
secure, scalable, resilient, and high -performing digital platforms aligned
with organizational objectives.
Engineering Governance
- Define
and enforce engineering standards, software development lifecycle (SDLC),
architecture compliance, coding practices, quality gates, and technology
governance across all engineering teams and delivery partners.
- Drive
engineering excellence through metrics, continuous improvement, technical
debt management, and adoption of industry best practices.
Platform Delivery
- Own
end -to -end engineering delivery for NSDC's Digital Public Infrastructure
(DPI), Government Scheme Platform (SIDH), Digital Business applications,
and enterprise systems.
- Ensure
solutions are delivered on time, meet business requirements, and comply
with security, performance, accessibility, and regulatory standards.
DevSecOps, Reliability & Operations
- Lead
DevSecOps, CI/CD, Site Reliability Engineering (SRE), production
operations, incident management, disaster recovery, and observability
practices to ensure high platform availability and operational resilience.
- Establish
engineering practices that embed security, automation, reliability, and
operational excellence throughout the software development lifecycle.
Quality & Compliance
- Govern
quality assurance, testing, performance engineering, accessibility, and
application security to ensure all technology solutions meet
organisational and regulatory requirements.
- Ensure
compliance with applicable Government standards, cybersecurity policies,
and data protection regulations through secure engineering practices.
Architecture & Technology
- Partner
with Architecture teams to ensure engineering implementation aligns with
approved enterprise architecture, technology standards, and
interoperability requirements.
- Drive
adoption of up-to-date engineering practices, cloud technologies, automation,
API governance, and reusable platform capabilities.
Vendor & Delivery Management
- Govern
engineering delivery by internal teams and external technology partners,
ensuring adherence to engineering standards, contractual commitments,
quality expectations, and knowledge transfer requirements.
- Monitor
engineering performance, delivery risks, and vendor effectiveness through
defined governance and performance metrics.
Engineering Capability
- Build
a high -performing engineering organisation by attracting, developing,
mentoring,
and retaining technical talent while fostering collaboration,
innovation, continuous learning, and engineering excellence.
- Develop
internal engineering capabilities and reduce dependency on external
vendors in strategic technology domains.
Stakeholder Management
- Collaborate
with Product, Architecture, Cyber Security, Infrastructure, Data,
Programme Management, and business stakeholders to ensure seamless
delivery of strategic technology initiatives.
- Provide
regular updates to the CTO and executive leadership on engineering
performance, risks, delivery progress, and continuous improvement
initiatives.
Continuous Improvement
- Drive
continuous improvement across engineering processes, delivery practices,
platform reliability, automation, and operational efficiency to support
NSDC's long -term digital transformation goals.
Requirements
- Bachelor’s degree in engineering, Computer Science or
a related technical discipline from a recognised institution. Advanced degree
desirable but not required if compensated by exceptional practical experience.
- 15–18 years of progressive software engineering experience including at
least 5 years in an engineering leadership role — Head of Engineering, VP
Engineering, Principal Engineer, or equivalent — with accountability for
production systems at significant user scale. The word "significant"
here means platforms with real users, real incidents and real consequences for
failures.
