JOB DESCRIPTION COMMERCIAL MANAGER (SEZ PLANT)

Functional Role: Commercial Manager

Function: Finance & Commercial, PMD

Job Location: Dahej SEZ, Gujarat

Qualification: B.Com / M.Com / BBA / MBA (Finance). CA Inter / CMA preferred. Certification in Foreign Trade, Customs, or SEZ Regulations will be an added advantage.

Experience: 10–18 years of experience in Commercial, Finance & Accounts, Contract Management, Billing, Cost Control, Import-Export, and SEZ Operations in Process Equipment, Heavy Engineering, EPC, Manufacturing, or Export-Oriented industries.

Technical Skills: SAP (FICO/MM/SD), Oracle EBS / ERP Systems, Advanced MS Excel & MIS Reporting, Import-Export Documentation, SEZ Regulations & Customs Procedures, GST & Indirect Taxation, FEMA and Foreign Exchange Management, Contract Management & Commercial Negotiation.

Position Overview

The Commercial Manager will be responsible for the end-to-end commercial management of the Dahej SEZ manufacturing facility, covering commercial operations, customer billing and collections, project accounting, cost control, import-export activities, SEZ compliance, statutory requirements, contract administration, and commercial governance.

Key Responsibilities

Commercial & Contract Management

- Review customer contracts, purchase orders and RFQs and identify commercial risks and mitigation plans.
- Lead contract negotiations with customers, suppliers and subcontractors.
- Manage contract amendments, change orders, claims and contractual obligations.
- Support bid management and commercial clarifications.





Billing & Collection Management

- Manage milestone billing, RA bills, service invoices, debit notes and credit notes.
- Drive collections and receivable management and improve collection cycles.
- Manage retention money, advances and payment securities.

Project Finance & Commercial Controllership

- Monitor project budgets, profitability, working capital and cash flow.
- Prepare project MIS and management dashboards.
- Review project cost reports and revenue recognition.

SEZ Compliance & Regulatory Management

- Ensure compliance with SEZ Act, 2005 and SEZ Rules, 2006.
- Coordinate with Development Commissioner, Customs Authorities and SEZ Administration.
- Manage LOA compliance, NFE obligations and Annual Performance Reports.

Import-Export Commercial Management

- Manage import and export documentation including Bill of Entry, Shipping Bills, Commercial Invoices and Packing Lists.
- Coordinate with CHA, freight forwarders and logistics partners.
- Manage customs duty exemptions and regulatory compliance.

Inventory, Bond & Duty Management

- Monitor accounting and reconciliation of imported materials, capital goods, consumables and duty-free procurements.




- Maintain inventory records and documentation for movement of goods between DTA and SEZ units.

Taxation & Statutory Compliance

- Ensure compliance with GST and indirect taxation requirements.
- Manage LUT/Bond compliances and refund claims.
- Support internal and statutory audits.

Vendor & Stakeholder Management

- Negotiate commercial terms with vendors and subcontractors.
- Liaise with customers, banks, government authorities, consultants and auditors.

Foreign Exchange & Risk Management

- Monitor foreign currency exposure and hedging requirements.
- Identify commercial, customs and taxation risks and recommend mitigation strategies.
- Ensure compliance with FEMA and foreign exchange regulations.

Banking & Trade Finance

- Manage Bank Guarantees (ABG, PBG, Performance BG, Financial BG).
- Handle Letters of Credit (Domestic & Export LC).
- Coordinate with banks for working capital facilities.
- Manage foreign inward remittances and export realization.
- Monitor BG renewals, amendments and closure.
- Coordinate with Treasury for banking documentation.

Treasury Coordination

- Monitor cash flow requirements.
- Coordinate customer receipts.
- Support forex hedging strategy.
- Monitor project cash inflow and outflow.

Insurance Management

- Arrange Marine Insurance.
- Manage Transit Insurance.
- Handle CAR/EAR Insurance coordination.
- Process insurance claims.

Audit & Compliance

- Coordinate Internal Audit.
- Customs Audit.
- GST Audit.
- SEZ Audit.
- Cost Audit.
