Position Overview

We are seeking an experienced Program Manager to lead public-sector growth, strategic initiatives, government partnerships, large-scale project development, and institutional business expansion. The role requires strong expertise in public procurement, government tenders, strategic partnerships, proposal development, stakeholder engagement, and end-to-end project management. The ideal candidate should have a demonstrated track record of managing large public-sector opportunities and successfully participating in government procurement processes involving projects valued at ₹25 crore and above.

Key ResponsibilitiesStrategic Growth & Public Sector Business Development

- Identify, qualify, and pursue strategic opportunities across government, PSU, Smart City, climate resilience, environmental monitoring, disaster management, and sustainability sectors.

- Develop long-term engagement strategies with state governments, central ministries, development agencies, and institutional partners.

- Build and manage a robust pipeline of public-sector opportunities.

Tender Management & Public Procurement

- Lead the complete tender lifecycle from opportunity identification to bid submission and post-award coordination.

- Prepare and review technical proposals, compliance documents, financial submissions, consortium agreements, and bid strategies.

- Ensure compliance with government procurement regulations and tender requirements.

- Manage bidding processes across GeM, CPPP, state procurement portals, and institutional procurement systems.

Proposal Development & Fund Mobilisation

- Lead development of Technical proposals, EOIs, RFP responses, Grant applications,



CSR funding proposals, and multilateral funding submissions

- Identify and secure strategic funding opportunities from governments, PSUs, foundations, multilateral agencies, and development organisations.

Government & Institutional Relations

- Establish and maintain relationships with senior officials across Central Ministries, State Governments, Pollution Control Boards, Disaster Management Authorities, Urban Local Bodies, Public Sector Undertakings, and Development Agencies

- Represent Aurassure in strategic meetings, policy forums, conferences, and industry engagements.

Program Leadership

- Lead end-to-end project management from project identification to closure.

- Manage project teams, budgets, timelines, deliverables, and stakeholder expectations.

- Ensure successful implementation, reporting, compliance, and impact measurement.

- Mentor and guide Program Associates and cross-functional teams.

Partnerships & Ecosystem Development

- Develop partnerships with research institutions, think tanks, universities, technology providers, consulting firms, and implementation partners.

- Build consortia and strategic alliances for large-scale opportunities.

Educational Qualifications

- Bachelor's or Master's degree in Public Policy, Environmental Science, Environmental Engineering, Urban Planning, Business Administration, Sustainability, Geography, or related disciplines





An MBA or equivalent management qualification will be an added advantage.

Mandatory Experience

- 2–4 years of relevant experience in public-sector consulting, climate-tech, environmental services, infrastructure, sustainability, urban development, disaster management, or government advisory projects.

- Demonstrated experience preparing and managing government tenders valued at ₹25 crore or more.

- Proven experience working with government departments, PSUs, Smart Cities, or development agencies.

Required SkillsMandatory

- Knowledge of climate resilience, environmental monitoring, weather intelligence, disaster management, or sustainability sectors.

- GIS, geospatial intelligence, or GeoAI exposure.

- Experience working on grant-funded or multilateral projects.

- Familiarity with GeM, CPPP, and state procurement systems.
