Job Summary

We are seeking an experienced Billing Engineer with a minimum of 5 years of experience in government construction projects. The ideal candidate will be responsible for preparing and managing client and subcontractor bills, maintaining accurate project documentation, coordinating with project teams, and ensuring timely billing in accordance with contract terms.

Key Responsibilities

- Prepare, verify, and submit Running Account (RA) Bills and Final Bills for government construction projects.
- Prepare and certify subcontractor and vendor bills.
- Measure executed work from site records, drawings, and BOQs.
- Verify quantities as per approved drawings and contract specifications.
- Maintain billing records, payment status, and work progress reports.
- Coordinate with site engineers, project managers, consultants, and client representatives for billing approvals.
- Prepare quantity take-offs, variation statements, and extra item claims.
- Monitor project quantities and support cost control activities.




- Ensure all billing documentation complies with contractual and government requirements.
- Assist during audits, inspections, and reconciliation of project quantities.

Qualifications

- Bachelor's Degree or Diploma in Civil Engineering.
- Minimum 5 years of experience as a Billing Engineer, preferably in government construction projects.
- Solid knowledge of BOQs, quantity surveying, rate analysis, and contract billing.
- Proficient in Microsoft Excel.
- Ability to interpret engineering drawings and contract documents.
- Strong analytical, documentation, and communication skills.
- Ability to manage multiple projects and meet billing deadlines.

Preferred Skills

- Experience handling government department billing procedures.
- Excellent proficiency in Microsoft Excel, including formulas, pivots, and reporting.
- Strong attention to detail and accuracy.
- Ability to work independently as well as collaboratively in a hybrid work environment.
