Job Description (JD) – Deputy Project Engineer - Technical Proposals

Reporting To: Project Manager - Proposals

Position Summary

The Technical Proposal Engineer shall be responsible for developing technically sound, compliant, and competitive engineering service proposals in alignment with customer requirements and company delivery capabilities.

The role will focus on interpreting RFQs, defining engineering scope, estimating engineering effort, preparing technical submissions, coordinating with discipline teams, and supporting business development during bid clarification and proposal stages.

Key Responsibilities

Technical Proposal Development

- Review customer RFQs, RFPs, bid packages, specifications, and technical requirements.
- Analyze project scope and define engineering deliverables.
- Prepare technical proposal documents including:
- Scope of Work (SOW)
- Methodology and execution approach
- Engineering deliverable list
- Organization chart
- Schedule and milestones
- Assumptions and exclusions
- Resource deployment plan

- Ensure proposals comply with customer technical requirements.

Engineering Estimation & Planning

- Estimate engineering manhours and resource requirements across disciplines.
- Coordinate with discipline leads for effort validation.
- Develop work breakdown structure (WBS) and execution philosophy.
- Prepare project schedules and engineering loading plans.
- Identify outsourcing/subcontracting requirements where applicable.





Cross-Functional Coordination

- Interface with Process, Mechanical, Piping, Civil & Structural, Electrical, Instrumentation, BIM, and Project Controls teams.
- Conduct internal proposal review meetings.
- Consolidate inputs and finalize proposal submissions.

Bid Clarifications & Customer Support

- Support technical clarification meetings with customers.
- Respond to customer technical queries during bid stages.
- Participate in presentations and proposal walkthroughs.
- Assist Business Development team in solution positioning.

Risk Assessment & Proposal Quality

- Identify technical risks, scope gaps, schedule constraints, and dependencies.
- Define assumptions, exclusions, and mitigation measures.
- Ensure proposal quality and standardization.

Knowledge Management

- Maintain proposal templates and estimation databases.
- Build repository of historical project metrics and benchmarks.
- Capture lessons learned from completed bids.

Qualifications

- Bachelor’s Degree in Mechanical / Civil / Chemical / Electrical / Instrumentation Engineering.

Experience

- 4–6 years of experience in:
- Technical proposal preparation
- Engineering estimation
- Project engineering
- FEED / Detailed Engineering / EPC support

- Experience in Engineering Services companies preferred.

Technical Skills

- Engineering estimation and proposal preparation
- Understanding of engineering project lifecycle (FEED to As-Built)
- WBS development and resource planning
- Technical bid evaluation
- Strong Excel and PowerPoint capability
- Familiarity with planning tools (MS Project preferred)
- Exposure to engineering management systems
